The Transport Commission of the Italian Parliament Chamber has just begun examining a series of decrees proposing changes to the road code. What are the main new features proposed?

The proposals put forward by the parliamentary groups deal with very different subjects since the road code is a very broad subject. There are certainly divisive themes and others that can be widely shared; in this regard, I believe that greater severity on the use of smartphones and greater transparency on the proceeds of sanctions for the violation of the code rules, the promotion of new forms of sustainable mobility are examples of measures that could be unanimously supported by Parliament. There are many others on which there will be a broad discussion with a cycle of hearings very detailed to also incorporate requests not yet included among the proposals for a parliamentary initiative. The issue of road safety is the one on which there is greater sensitivity, without forgetting the need to include those technological solutions that the recent innovations of digital have involved in transport.


Road traffic would require leaner rules, while technologies could better support the safety of drivers. What do you think?

The technology has undoubtedly had a major impact on two factors affecting road safety: the vehicle and the infrastructure. The human factor, the behavior of road users, remains the variable that can still lead to a considerable decrease in road accidents. A set of simpler rules certainly make their application more immediate avoiding lengthy and uncertainity, because the legal and legal stratification does not help the correctness of the behavior and the certainty of sanctions in case of violation. Then there is a theme to raise awareness of the public opinion to activate a cultural change if we want to achieve the goal of having zero victims on the road, given that in 2017 were 3378 and is an unacceptable number.


The highway code will also be updated in view of a new concept of travel. How do you see in Italy the evolution of the concept of Mobility as a Service that is going the most in Europe and in the world?

It is evident that the transition from ownership to sharing, from exclusive use to service, is a more efficient model of using resources, understood not only as the use of energy used to move vehicles but also and especially in relation to urban space, travel time and economy of the routes. This trend that in Italy is still struggling to establish itself is an exponential phenomenon that will become disruptive in the short term. This change in our habits and urban contexts must be governed, facilitated by promoting those rules not yet provided in our code. Only by way of example, the regulation does not provide the possibility for local authorities to reserve spaces for cars in sharing or does not yet regulate the use of personal mobility devices such as electric skates and hoverboards, which today together with pedestrian mobility, cycling mobility and public transport are essential components to ensure less congestion through a real intermodality.


What do you think are the actions to be taken to reinforce the spread of smart mobility?

We need to act on several fronts, perhaps inspired by the best European practices: public institutions must create through adequate regulation and resources the appropriate context to facilitate the transformation, helping citizens and businesses to reduce the impacts of change that can be perceived negatively. But technology cannot be the only thing to bet on, because autonomous driving or power supply will not be enough to have beautiful, safe cities, decongested by traffic. It is essential to reduce the motorization rate by implementing a traffic diet in order to use the public space in a more democratic way: it is necessary to give attention and dignity to those modalities that today are often neglected by the administrations and the code, for example cycling mobility that makes the city safer for all categories of vulnerable users from motorcyclists to the elderly, from pedestrians to the disabled.


Italy is often spoken of as a natural logistics platform. In your opinion, what measures should you take to support the efficiency of freight transport?

The indications certainly come from the trade associations in an open and transparent dialogue between all the stakeholders of the logistics chain: there are certainly infrastructural interventions to adapt the railway tracks, the ports and the interports to the European train, and to guarantee a real and convenient intermodality. We also need to improve customs clearance operations, guaranteeing certainty of the times, gradually shifting resources from the rubber to other more sustainable modes over long distances and also proceed to improve the conditions of the system to compete, such as the abolition of the obligation of the double train driver on freight rail transport. This must be done with a constant discussion, a clear resource planning both on the part of investments and on the maintenance and efficiency of the existing one.


Finally, this government is very busy on the front of the blockchain and artificial intelligence. How do you think it is possible to accompany the development of these technologies in transport?

The ways in which the regulation of technology will enable new opportunities, improving processes and opening up to new opportunities are practically innumerable and yet to be discovered even though some have begun to appear as experimentation and prototyping. For once, our country is finally at the forefront of Europe and this must put us in a position of leadership and attraction of investment. This not only makes me infinitely proud but absolutely confident in a radical change of the approach that the regulator, the public institutions, have towards technology and innovation.


Who is Diego De Lorenzis. Born in the province of Lecce 39 years ago, he graduated at the University of Lecce (now Unisalento) in 2005.
Qualified as an engineer at the University of Naples "Federico" II "in 2006.
He worked in the IT sector in several private companies until 2013 when he joined the Chamber of Deputies with the 5 Star Movement, also working in the last legislature in the Transportation Commission.

The first 30 years of Pluservice – Interview to Giorgio Fanesi, Pluservice CEO and President

Mr. Fanesi, tell us about the goals achieved in these 30 years and of what the future holds
Pluservice is now one of the main players on the ITS market, starting out as a small company in the Marches Region that has been able to become a point of reference in the sector.
I am very proud of this and our main office is still in Senigallia [ N.d.r. a small town in Italy], but we also have operative offices in Turin and almost 150 people work with us, with more than 250 customers all over Italy.
But these great goals are for us only the starting point to face the daily challenges of this constantly evolving market and to which we must be able to respond in an appropriate and innovative way.
What has distinguished us compared to the great international competitors was certainly the enthusiasm and total dedication to our work, putting us alongside the customer and assisting him in the interaction with the product, not limiting to provide him with a software, but becoming real consultants, thus creating a win-win relationship.
The company history began with Superdriver, the one that today can be considered the most complete and advanced ERP for a transport company, characterized by a modular architecture that allows to integrate the various services available, but always using the same database to reduce both the time of entry and the possibility of error.
At the center of everything is the Operations Center, which today has come to interface also with the ground equipment, in addition to on-board systems, fully responding to the evolution towards IoT systems. The ticketing and infomobility systems, which represent a flagship of the company, are also connected to it.
In this field, we were the first to propose multimodal trip planners to inform users about the solutions at their disposal and we have created solutions that are the basis of the systems used by many operators at national level.
As for ticketing systems, the offer of Pluservice takes the name of Telemaco, certainly the most advanced sales system that can be found on the market. With its 16 modules able to meet every need, is used by over 140 companies transport, accounting for over 900 million euros a year, and manages more than 1.4 million cards.
Telemaco owes its innovative impetus to the use of credit cards as a travel ticket (EMV) or to the "reproduction" on the smartphone of the electronic ticket (HCE): the real revolution lies in the predisposition to totally manage the new processes required by the progressive affirmation of the "account based" ticketing paradigm, i.e. the feature of the most advanced systems of entrusting the peripheral devices only for the certified user recognition, and thus delegating the management of mobility tickets and purchases, also in post-paid mode, to the operation center.
Today, the strategic line of development of Pluservice is exactly represented by infomobility and ticketing, also joining the solution myCicero, which allows users to use the same tool throughout Italy to move freely and simply, either to park their cars both on and off-street, or to buy the train or metro or bus tickets. It was a gamble, at first combated and opposed in every way, today accepted and supported by the main stakeholders of the reference market.


And now, what are the next challenges for myCicero?
Since the end of 2017 myCicero has become an independent company, with its own staff that already has 35 employees to manage the services of almost two hundred mobility and parking companies, and to assist over one million users who have already used the services offered by apps and websites.
But in the meantime it has also become much more: a real sales platform, which allows the various providers of mobility services to integrate into one environment and make available their offer both on the branded channel myCicero, and on other channels that are based on the white label myCicero offer.
And in this way, myCicero fully falls into the so-called "MaaS" paradigm, the acronym of Mobility as a Service, which is destined to revolutionize the way people live the mobility. In this way it is possible to understand how myCicero, with its authenticated registration features, various payment methods and dematerialization of tickets, is the natural enabling system of this new vision in order to use not only transportation, but also other entertainment and useful services.
Recently, thanks to the collaboration with ATM Milano, we have been able to include the possibility for users to purchase parking subscriptions, completely dematerializing this type of purchase, which now can only take place on a digital level and no longer on paper.  
But soon, there will also be a new big news on the platform: users will have the opportunity to park all over the City of Venice and, in the center of Mestre, it will also be possible to benefit from the smart parking feature, to know which areas have more parking spaces available in real time and use the navigator to be guided directly to the right place.


So, has the business approach changed after these first 30 years?
Like its products, the company has grown and evolved, but it remains a family business: not only because it gathers my whole family inside, but also because over time it has become an even bigger family, with all the employees and where the work environment is characterized by mutual respect and trust.
I am very happy to be at the forefront, with customers and partners, in the ideal conditions to grasp first hand the feelings and needs, but also to convey in first person in my work that enthusiasm which 30 years ago allowed me to undertake and carry on this journey.

Atac: the ticket can also be bought at the parking meter

Pay&Go communication campaign has just been launched in the past few days: Atac, TTS Italia founding member, presents the new multi-function parking meters.
With the new Pay&Go meters, in fact, the user has at his disposal 1000 points of sale to top up the Atac cards, using a credit card.
On RomaCard you can top up the titles 24, 48, 72 hours or 7 days, 10BIT or even one ticket. The monthly pass is also available on the Metrebus Card and the Roma Card.
The Pay&Go multi-function meters are recognizable by their new graphic layout and also allow to:
- activate the public transport card purchased on the online and ATM channels;
- pay for the parking, type in the plate and do not expose the receipt;
- pay the monthly parking pass;
- pay the penalties for public transport in reduced form (within 5 days).

Messina: chosen by UIRNet for the establishment of the Technical Table of the Southern Italian Port System Authorities

The Port Authority of Messina has been chosen by UIRNet SpA, acting body of the Ministry of Infrastructures and Transport, and TTS Italia ordinary member, for the establishment of the Technical Table of the Southern Italy Port System Authorities, foreseen by the project "PCS Adsp". The project, funded by the European Union in the framework of the Infrastructure and Networks PON 2014 - 2020, is aimed at creating an Italian Single Model of Port Community System-PCS. At the meeting of 19 February the representatives of the Port System Authorities of the Ionian Sea, the Southern Adriatic Sea, the Central Tyrrhenian Sea, the Western Sicilian Sea, the Eastern Sicilian Sea and Assoporti participated.
The PCS are electronic platforms that can connect the different systems managed by the actors that make up the port community (Port Authorities, Customs Agency, Maritime Agents, Terminalists, Pilots, Moorings, Freight Forwarders, road transport companies, sea carriers , etc.) to foster cooperation, simplify information exchanges and support and improve the processes that involve the port community, but also the logistics and transport of the territory. Therefore, the importance that this system can play especially in this area also for the purpose of managing traffic flows to and from individual ports, which allows, thanks to the interface with the National Logistics Platform, to know in advance the forecasts of arrival of the vehicles in certain time slots and, in case of high concentration, to allow the organization of the arrivals, reprogramming the activities eventually. Also for in the cruise ships field the PCS can play an important role having finality destined to the ordered organization of the flows; among these the verification of the reservations and the control of the entrances to the passages using the passenger lists and the crew list, the management of signs with variable massage for the addressing, as well as totems with indications for personal services, means of transport and areas of interest in the surrounding territory, to be supplied also to ships destined to the ports of origin / national destination.
The collaboration of the AP of Messina with UIRNet was born several years ago with the signing of a Memorandum of Understanding concerning the cooperation between the parties to allow the analysis, design and implementation of the systems and infrastructures necessary to management of logistic flows that cross the Strait of Messina.

Municipia (Engineering Group) acquired 100% of Kiunsys, TTS Italia ordinary member, a company founded as a spin-off of the University of Pisa and an innovative start-up, specialized in the design and production of hardware, software and Internet of Things technologies designed to execute advanced Smart Mobility, Smart Parking and City Logistics projects.
Municipia continues its path of growth and diversification of services offered to Municipalities and their subsidiaries. A path that is part of the evolution of the Engineering offer aimed at accelerating the digitalization processes of the Public Administration at all levels, favoring the rapid transition towards new Smart and Augmented City identities.
Kiunsys, with a focus on urban mobility services, has been able to demonstrate particular skill in the development of advanced solutions for their management. Thanks to its capacity for innovation and execution, with numerous national and European research projects, the Kiunsys solutions are already operational in over 80 cities, including Hamburg, Bucharest, Florence, Mantua, Milan, Naples, Parma, Pisa and Verona, and provide services to tens of millions of citizens. With a package of over 20 urban mobility services connected to sophisticated sensor systems, Kiunsys solutions allow to manage, according to specific parameters established by the administrations, the entrances to the LTZ areas, the parking areas, the granting of permits, the regulation transit and parking, as well as all the digital information and payment channels. An offer that aims to improve the level of livability and hospitality of the city, elevates the availability of citizens to the financial contribution, as already demonstrated by the experience gained, generates positive effects for commercial activities, significantly reduces urban traffic, levels of pollution and consumption of oil, and increases the propensity to use intermodal services and digital information and ticketing.

OpenMove, TTS Italia ordinary member, participated as exhibitors at Transport Ticketing Global, the most important event in Europe dedicated to smart ticketing and passenger information systems.
It has been the chance to show all the new features of OpenMove Suite, the ecosystem of software solutions we created to enable MaaS and allow for a more organic and holistic mobility. Passenger information and ticketing are the cornerstones of a complete SaaS product with 24/7 technical assistance. OpenMove released as well its new corporate website where you may find a new section with six successful stories of how we implemented our MaaS solution, which now processes more than €30M in 8 countries worldwide.

SalaBlu: the app of services dedicated to people with disabilities or reduced mobility created by AlmavivA for RFI (FS Italian Group)
Rete Ferroviaria Italiana (FS Italian Group) has launched SalaBlu, the app created by AlmavivA, TTS Italia ordinary member, which facilitates travel by train to people with disabilities or reduced mobility, even temporary.
The new app offers dedicated services and allows the user to book them via smartphone in over 300 stations served by the service. It is possible to fix with a click the assistance for access to the departing train with accommodation at the assigned place, and assistance on arrival, as well as receiving notifications and updated information about your trip and details on departure and arrival times.
SalaBlu represents an important result, which has given a strong boost to the platform previously created by AlmavivA for RFI: the SalaBlu Online portal, which allows users to use the same services on web channels, always realized in compliance with the accessibility regulations.
SalaBlu is certified by the ASPHI Onlus Foundation (Development of Projects to reduce Handicap through IT) for compliance with the guidelines for accessibility published by the W3C (World Wide Web Consortium).

Softeco wins tender for the ECCAIRS European accident system
Softeco Sismat, TTS Italia ordinary member, was awarded the tender issued by the European Commission, JRC - Joint Research Center, JRC.E - Space, Security and Migration (Ispra), JRC.E.5 - Transport and Border Security, for services related to the ECCAIRS reporting system and support tools, in particular for the maintenance and extension of ECCAIRS software and the design and production of manuals, system documentation and help files.

Viasat at Transpotec Logitech 2019
The Transpotec Logitec 2019 took place in Milan from 21st to 24th February, a reference point for the Italian road transport market, where it is possible to discover the latest products and services in a key sector of the country: from heavy and commercial vehicles to fittings, from road transport services to the aftermarket, from components to second-hand proposals.
Viasat, TTS Italia ordinary member, participated with its own stand in the 'Logistic Village', an area of over 1,000 square meters that hosted conferences and meetings on the main topics related to logistics and transport, but also many engaging direct experiences: from test drives to simulations, from entertainment initiatives to decorated vehicles. Big Data for mobility: meeting between the Municipality of Rimini and the members of TTS Italia

On 21st February 2019 a meeting was held at the Rimini Fair with TTS Italia member companies, as well as representatives of the Municipality of Rimini, TTS Italia ordinary member; of the Fair; and the Municipalities of the area involved in the activities of the Fair itself.
After the adoption of the PUMS (Sustainable Urban Mobility Plan) last December, the Municipality of Rimini, in line with the short-medium term mobility program, expressed interest in evaluating possible knowledge-based mobility interventions and management of traffic data in the area of the Fair that periodically hosts events and attracts a large number of visitors with mobility problems in that. In particular, the companies present in TTS Italia were asked in advance to analyze the traffic data during the period 1-15 November 2018, during which the Rimini Fair hosted the Ecomondo event.
After the welcome greeting and the introductory speeches by the Mobility Councilor Roberta Frisoni, TTS Italia, the Rimini Fair and the Mobility sector of the Municipality, the companies Vem Solution (Viasat Group), Go Mobility, Swarco Mizar, PTV Group, Inix and Engineering highlighted the importance of knowledge and processing of mobility data to evaluate possible and specific traffic management interventions before, during and after major events in the Fair area, thanks to recent technological innovations available on the market.

TTS Italia at the 15° ASSTRA National Conference “R-Evolution –Public transport: route to the future”

The 15th ASSTRA National Conference "R-Evolution - Public Transport: route for the future" took place on 13 and 14 February in Rome. The XV national ASSTRA conference was strongly oriented towards the future. The two days of work wanted to discuss the right "route" for the local public transport system of our country, halfway between a peaceful revolution of the mental schemes of all time and a questioning of the orientation in order - in this evolution - for this sector.
TTS Italia, represented by President Rossella Panero, took part in the session dedicated to technological innovation, whose starting point was the UITP Report on technological innovation: public transport companies are flourishing based on the technological innovation as a daily management tool with positive, concrete and measurable effects on service quality and company accounts. But the innovation of public transport cannot be a leopard spot. The companies complain the lack of common policies and strategies able to direct and finance technological trends. Furthermore, the danger of innovation dropped from above is always around the corner.

TTS Italia at the Club Italia conference on the new technologies for electronic ticketing

On 12 February in Rome, the Club Italia conference on new technologies of electronic ticketing took place, the opportunity to present and discuss recent activations and those being implemented: systems with regional and multi-company power stations; EMV; mobile solutions such as NFC and QRCode; tools for combating tariff evasion; SBE / AVM functional integrations; digital platforms; blockchain, just to name a few.
In particular, the day was articulated with a:
- seminar: convenience criteria, variables and parameters for cost-benefit studies in the implementation of electronic ticketing systems in transport companies
- round table: evaluations on the results and perspectives of the topics of the seminar, in which TTS Italia took part, represented by the President Rossella Panero
- new electronic ticketing technologies have taken off where, among others, many TTS Italia ordinary members have intervened: AlmavivA, Pluservice, AEP Ticketing Solutions; Tiemme Tuscany Mobility.
