Smart mobility priorities presented by TTS Italia on the 11th July in Rome through two documents

 

 


All agree on the need to introduce a massive dose of technology into the passenger and freight mobility system to get smart mobility off the ground. "We have included many innovative aspects in the reform of the highway code," announced Diego De Lorenzis, Vice-President of the Transport Commission of the Chamber, speaking at the conference "Smart Mobility: an opportunity for growth" organized by TTS Italia in Rome on 11 July. "Innovation and digital must revolutionize our infrastructure," said Massimiliano Gattoni, head of the technical secretariat of the Minister of Infrastructure and Transport, Danilo Toninelli, closing the public meeting during which TTS Italia presented two documents addressed to the institutions, also in view of the next stability law, and local administrations committed to drawing up the SUMPS (Urban plans for sustainable mobility). "In the application of ITS (Intelligent Transport Systems) - stressed Rossella Panero, president of TTS Italia - Italy does not start from zero, but there are still several steps to achieve those goals obtained in other countries, such as the 20% reduction of travel times and 15% of congestion, 10% increase in infrastructure capacity and reduction of polluting emissions up to 10% ".

 

Five steps towards the smart mobility
Improvement of road safety, efficiency of logistics, realization of MaaS (Mobility as a Service) services, improvement of urban and extra-urban mobility, development of smart road and autonomous vehicles are the 5 priorities identified in the document "TTS Italia proposals for the Smart Mobility” illustrated during the conference by Olga Landolfi, secretary general of TTS Italia. According to the Association, there is a need to continue the planning action launched with the National ITS Action Plan in 2014, to which should also be added a financial cover for the implementation of the actions envisaged by the Plan. A push to local public transport towards a more massive use of technologies could come from the use of a part of the Fund for local public transport, already allocated and headed by the Ministry of Infrastructure and Transport, with which advanced ITS systems for the public transport management could be funded. Another very important point for the development of a more streamlined and intelligent mobility is the implementation of MaaS, a new concept of mobility born in Finland, on which the European Union is focusing a lot, based on "smart" technological platforms enabling various mobility services offered by a territory (parking, toll booths, taxis, car sharing, bike sharing, car pooling, local public transport, etc.), harmonizing the various information and allowing a single payment for the services managed by different operators . To put this system to good use, however, it is necessary to define guidelines in order to guarantee the development of a harmonized market for these services on the national territory, as well as to favor the entry of new operators and the relative investments in this sector. Another very important topic for the mobility of the future is smart roads and connected vehicles.
In this context, TTS Italia requests the inclusion in the next Stability Law of a financing for smart road applications on the Italian infrastructure network, as required by the Decree of the Ministry of Infrastructure and Transport of 28 February 2018. Finally, also urban mobility needs planning and investment. For this reason, the document underlines the need for a funding in the Stability Law in favor of the local authorities that are implementing the SUMPS, as defined in the Decree of the Ministry of Infrastructures and Transport of 4 August 2017 of which the ITS are undisputed protagonists.

Together for the smart mobility
It was a consensus chorus that from the speakers present during the round table that followed the presentation of the TTS Italia document. Fabrizio Giusti, from the Ministry of Economic Development confirmed the Ministry commitment to this front and in particular to the development of the eCall system that "in Italy there is - he reiterated - and works". Giandomenico Protospataro, Deputy Chief of Police of the State also acknowledged the great role of the ITS for road safety that "should be applied urgently in the urban context - he said - where the accident rate is highest". Danilo Giaquinto of the Directorate for Road Safety, Infomobility and CISS of the Ministry of Infrastructure and Transport reiterated the interest in the implementation of technologies, emphasizing "the role of ITS for the development of information to users". At the center of the debate was the reform of the Highway Code, approved in recent days by the Transportation Commission of the Chamber. "We have included innovative aspects - said Diego De Lorenzis, rapporteur of the provision - also following the indications that came from TTS Italia. I believe that technologies can play an important role in raising road safety ”. This is true even if you look at the vehicle. "The automotive makers are investing in innovation - said Franco Fenoglio, president of the Unrae industrial vehicles section - but the replacement of the fleet in Italy is too slow". While companies are starting to have different needs, as pointed out by Margherita Palladino of Anita. "Logistics flows are changing also thanks to the development of ecommerce - he said - technologies help to rationalize the work of companies". The analysis of the data and the implementation of 5G were at the center of the interventions by Irene Priolo, Bologna's councilor for mobility and Alma Fazzolari of Assotelecomunicazioni. "The analysis of the data is able to guide the choices of the public administrations - the councilor said - and to direct the investments". While the representative of Assotelecommunications has called for "a closer dialogue between the world of telecommunications and that of transport: two worlds that cannot remain extraneous even in view of the arrival of 5G".

Urban mobility: ITS a priority for SUMPS
Centralized traffic lights, strengthening of local public transport, remote control of LTZs, parking management, infomobility and an integrated power station capable of accommodating the enormous amount of data produced by an urban center, coding them and returning them in a form useful to citizens. These should be the basis on which to build a SUMP, a sustainable urban mobility plan that cities with over 100 thousand inhabitants are obliged to do by next August, two years after the decree of 4 August 2017 of the Ministry of Infrastructure and Transport. The decree on “Identification of guidelines for urban sustainable mobility plans” has the objective of favoring the homogeneous and coordinated application of guidelines for the drafting of SUMPS throughout the national territory. The indications are contained in the document "ITS for SUMPS in Italian Cities" illustrated during the TTS Italia event by Fabio Nussio of Rome Services for Mobility and elaborated within the working group of TTS Italia dedicated to ITS for SUMPS with the aim of creating a real guide with selection criteria for ITS interventions in SUMPS for use and consumption by local authorities and cities. The presentation was followed by a round table in which they participated: Angelo Mautone, general director for local public transport of the Ministry of Infrastructure and Transport, Irene Priolo, Councilor for Mobility of the Municipality of Bologna, Valentino Sevino of the Mobility Agency of Milan and Luigi Giacalone, president of Swarco Mizar.

Trustonomy: H2020 for autonomous driving


 

The European research project H2020 Trustonomy – “Building Acceptance and Trust in Autonomous Mobility” started on May 7th, Softeco is the coordinator and TTS Italia is one of the partners.
The project sees the participation of 16 organizations from all over Europe: ITS (Poland), IFSTTAR (France), Työtehoseura (Finland), University of Leeds (United Kingdom), Panepistimio Patron (University of Patras, Greece), CSIC (Spain), Intrasoft (Luxembourg), Aitek (Italy), Catalink (Cyprus), Robocar (Poland), Vodafone Innovus (Greece), Stowarzyszenie Autoklub Poznanski Octavius (Safe Driving School of Skoda, Poland), Solaris (Poland), Scania (Italy), TTS Italy (Italy).
It is now taken for granted that in the coming years we will see the appearance and consolidation of fully autonomous driving vehicles on our roads: cars that drive themselves without the intervention of a person at the wheel.

 

What is meant by autonomous driving?
The automation degrees of these vehicles are 6, ranging from level 0 – completely dependent on the driver, to level 5 – totally autonomous driving without any human intervention. Between levels 2 and 4 there is the presence of a driver: in level 2 the driver still has an active role, at level 3 the driver must be ready to intervene in case of sudden need, level 4 is mainly autonomous and only under certain conditions it requires the intervention of the driver (eg poor visibility or grip). What will change in this future automotive scenario?

 

The contribution of Trustonomy to research on autonomous driving
Trustonomy – a name derived from the union between Trust and Autonomy – aims to study and define a path, comprising different themes and sectors related to the autonomous driving of vehicles, which leads to the building of trust and social acceptance by citizens towards the use of these next means of transport.

 

The objectives of the research are::

  • Develop a methodological framework for the operational assessment of Driver State Monitoring (DSM): real-time profiling of the degree of attention of the driver (eg cameras and various sensors). This data will be used by the on-board software to intervene on the driver’s attention with targeted and diversified warnings.
  • Study and define methodologies for the design of a specific user interface. The interiors of self-driving vehicles will no longer look like today’s cars; the way of interacting with the vehicle will be different and it will be necessary to review from scratch how the interiors of a car will look and to think of new and different channels of half-driver communication (not only luminous warnings and voice messages).
  • Compile a catalog of risks that can occur in a driving scenario with a high degree of automation.This will be useful in redesigning insurance policies and reviewing the regulatory aspect, but will also serve to study ethical decision-making processes and verification methods in the event of accidents or ambiguity. In fact, who is to blame in the event of an accident caused by an autonomous (or partially autonomous) vehicle? In the planning of escape trajectories, in the event of an inevitable accident, who should safeguard the vehicle first? The Risk Assessment work will also serve to improve the automatic decision-making process and to establish forecasting models to calculate the timing in which to warn the driver of the need for manual intervention on the vehicle.
  • Design a targeted training and a new methodology to train drivers and get them certified for self-driving vehicles, in a landscape where the way to drive and consequently the driving license will change. A method will be developed to educate drivers in the transitional phase of entering the automated driving system.
  • Defining a framework for evaluating drivers’ intervention performance: Trustonomy will develop a series of methods including measures of intervention timing, as well as objective quality acquisition measures (eg minimum progress time) and subjective (eg perceived controllability), always referred to the driver’s intervention performances.
  • Measure drivers’ performance, confidence and acceptance towards automated driving systems, through simulations in virtual environments and field tests.
  • Organize communication actions, guidelines and contributions for the definition of standards: the project will develop a strategy of stakeholder engagement, establishing the Trustonomy Panel, and will also distribute a complete communication program concerning pilot and panel. Trustonomy will contribute to the drafting of technical standards relating to the driving monitoring systems and the evaluation of the driver’s intervention.

 

Four use cases to test the results of Trustonomy in the field
The field piloting trials will be 4. In France the use case will be tested on a private car. In England, a simulation of driving not on the road will be experimented, aimed at detecting, through exercises and questionnaires, the level of confidence of potential customers towards autonomous driving. Poland and Finland will deal with the field training and validation of two particular use cases: light freight vehicle and public transport. In Italy the methodologies for monitoring the status of fleet drivers for freight transport in daily use will be tested, to verify their functionality on the road.
The consortium that forms the Trustonomy project will operate with a budget funded by the European Commission of 3.9 million euros, of which 0.52 related to the activities carried out by Softeco.

 

 

 


The SNAP Project

 

SNAP (Seamless exchange of multi-modal transport data for transition to National Access Points) is a one-year project started in January 2019, co-financed by the European Commission through EIT Digital.
The project partners are: Cefriel (coordinator), Engineering, the University of Genoa and the Polytechnic University of Madrid.
The SNAP project aims to develop an innovative, semantic-based solution that enables the conversion of mobility data into the standards required by the Delegated Regulation 2017/1926 (NeTEx, SIRI, Datex II, etc.)
This Regulation, which integrates Directive 2010/40/EU concerning the provision of multimodal mobility information services throughout the European Union, establishes the requirements necessary to make information services on multimodal mobility across Europe accurate and available to ITS users across national borders, as well as the establishment of a National Access Point starting from December 2019.
Therefore, SNAP aims to support authorities, operators and infrastructure managers in the transport sector through a technological solution that facilitates the provision of their mobility and traffic data in the standards –currently little used– established by the Delegated Regulation 2017/1926.
For the development of the solution, SNAP also includes three pilot projects in the metropolitan areas of Madrid, Milan and Genoa, involving various stakeholders and different modes of transport.
Thanks to the SNAP solution, which is available to all interested parties, the data of the transport sector will be compliant with the European regulation.

SNAP Survey
In order to finalize a solution that can fully meet the technical requirements of the 2017/1926 Delegated Regulation and the needs of interested stakeholders, the project launched a survey (in Italian, English and Spanish) available at the following link:

Mettiamoci in sicurezza: a campaign on legality and road safety with Viasat


There are about 3 million vehicles circulating in Italy without insurance, equal to 6.3% of the Italian car park, with peaks of over 10% in the South. Those not reviewed are at least 16% to which shoulsd be added the stolen ones (over 147 thousand a year). This is the alarming photograph presented by ANIA, the National Association of Insurance Companies. Uninsured vehicles contribute to the tragic phenomenon of road piracy, in an insurance coverage, more than 1,000 accidents are estimated where the guilty run away.
To counter this social disease, “Mettiamoci in Sicurezza” campaign (www.mettiamociinsicurezza.it) has been launched, promoted by IPS – I Professionisti della Sicurezza (www.iprofessionistidellasicurezza.it), a non-profit association that from 2016 is committed to these issues with the aim of encouraging good practices, legality and road safety. “Mettiamoci in Sicurezza” social campaign will make 10 Street Control kits available for free for 2 months, thanks to the technological partnership with Viasat, to the Local Police in the Municipalities that will request it.
Street Control is a system that, thanks to a high sensitivity camera, is able to read up to 100 license plates per second, processing the detected images and querying databases to identify vehicles without insurance or subject to other potentially dangerous irregularities for citizens. It became the reference point for management and fluidization of city traffic, it allows the Local Police to access information in real time, eliminate communication barriers, and shorten response times. Street Control guarantees operation in both static and dynamic modes. It is the only system used in the major Italian cities characterized by 2 system patents.
The campaign will last 2 years to allow a thorough analysis and validation of the results obtained.

AEP: Carta Mobile now also suburban

It was announced by the mayor of Prato Matteo Biffoni and the general manager of CAP Alberto Banci:
Mr Biffoni: “Despite the complicated situation that CAP is currently facing due to the the tender of the transport service, the Consortium continues to modernize, is at the forefront and invests to improve more and more the service offered”
Mr Banci underlines how the CAP tradition of introducing important innovations in Tuscany continues: “The extra-urban electronic ticket is the first at regional level and one of the first at national level. Our innovations – he adds – go in the direction of making the service more easily accessible to users”.
With Carta Mobile you can buy all the urban and suburban tickets of the basin and you can recharge the electronic purse. We remind you that in all CAP vehicles there is an obligation to validate each ascent.
The Facilitators are back, this staff is present in the buses, at the terminuses, stops and city’s focal points to take care of travelers and clarify any doubts they may have. This year, the 14 young people from CapAcademy, the public transport school set up by CAP to train the drivers and maintenance staff of tomorrow will be wearing the harness of the facilitators.
New vehicles and introduction of turnstiles – the 21 new buses that have gone to renew the suburban fleet were presented. A few weeks ago, six new hybrids buses arrived and completely renewed the LAM Viola line. In addition to green propulsion, these vehicles are a concentration of new technologies: roadscan and security cameras, USB charging sockets, onboard information screens, geolocation and passenger counters. They are also the first vehicles in the CAP fleet to fit turnstiles at the entrance, which will gradually enter into service for all travelers coming from Agliana, Montale and Montemurlo.

AEP for the Cashless systems on Florence buses

AEP Ticketing Solutions, TTS Italia ordinary member, contributed as a technological partner to the implementation of the "Cashless" system that allows you to board the ATAF vehicles without having to worry about having previously purchased a ticket or have cash to buy it from the driver. The advantages for users and for ATAF are evident; less evident is the technological complexity of the system, which allows users, with a simple TAP of their Mastercard or Visa card, to obtain a valid ticket by debiting the account connected to the card used and ATAF to receive the corresponding credit on their account. All this without any human intervention and with great operational simplicity. Thanks to Busitalia's innovative marketing policy, the same service, with different operating logics, is also activated simultaneously on Busitalia's commercial lines "The Mall" and "Volainbus". Everything is very simple and is made possible by the huge investments made by AEP in the last 3 years in the territory of Florence.
AEP has been collaborating with ATAF for more than 20 years; this implementation, made in collaboration with Visa, Mastercard and Banca Intesa, is at the forefront of the national and international panorama, and places Florence among the few cities in the world that offer such a service. The Florence system is, due to the size of the city and the high degree of internationalization of its customers, an element of great visibility in the global panorama of "Cashless" realities.
AEP is a private company based in Signa, in the Florentine district, specialized in the realization of electronic ticketing systems in Italy and abroad, especially in France.

Autostrade Tech wins two tenders on tolls

Autostrade Tech, TTS Italia founding member, was awarded the tender issued by Autovie Venete for the adaptation of the toll payment system with EMV standard titles and new features. Furthermore, Autostrade Tech S.p.A has been awarded the tender issued by Autovie Venete for the assignment of the data processing service coming from the in-progress systems, and from the sector in general, of the toll system present on the motorway sections in concession to Autovie Venete.

Ebus: towards interoperability with the EU project ASSURED

The ASSURED Consonsortium has released a new report that will enable e-bus conformance and interoperability testing and will bring us one step closer to the standardisation of e-bus charging infrastructure. The ASSURED 1.0 Interoperability Reference describes the standards and definitions that are used in the ASSURED project for conformance and interoperability testing of vehicles and chargers. As the standards related to the testing are not yet finalized, or are lacking definitions of some of the parts required for successful interoperability, the report is used to define the missing requirements. ASSURED is a EU funde project aimed at boosting the electrification of urban commercial vehicles and their integration with high power fast charging infrastructure, evaluating several infrastructures in different cities across Europe. Both Iveco and Politecnico of Turin, TTS Italia ordinary members, are among the project partners.

Kapsch TrafficCom implements intelligent mobility management solution in Valladolid

The city of Valladolid (Spain) has taken the first steps towards becoming a smart city. Kapsch TrafficCom, TTS Italia ordinary member, implemented an intelligent mobility solution, which allows different transportation agencies to easily integrate their data and thus offering citizens a single information point on schedules or incidents of various means of transport.
This projects’ objective is to offer an integrated traffic control system including parking management and public transport. Citizens will receive reliable information about transport in their city from one single source on the municipal website. Additionally, travelers will find information on variable message panels that the town has installed for this purpose.
Based on Kapsch's EcoTrafiXTM software, the system allows users to plan their journeys more rationally and efficiently. The system analyses information and status of the different public transport means in order to propose effective routes and organize traffic in real time. The system optimizes the mobility conditions of collective transport, reduces traffic congestion in the city center, and thus guarantees that people have access to mobility in the best conditions.
For the Valladolid City Council's Mobility Department the solution works as a "system of systems", whose main functionalities include event and incident management, asset management, data analysis, report generation, as well as the availability of data on the municipal website.
This project is part of a strategy that the Valladolid City Council launched in 2015. Kapsch solutions for intelligent mobility are deployed all over Spain in cities such as Madrid, Malaga, Bilbao, Vitoria, Castellón, Donostia, La Coruña, Palencia and Huelva.

Macnil acquires two new companies and "doubles" in the IoT-Automotive world

Macnil, a company of the Zucchetti Group, and TTS Italia ordinary member, continues its journey to strengthen itself in the automotive sector by acquiring two new companies specialized in satellite localization and security services for cars and company fleets. After the acquisition of the GT Alarm brand in 2016, now also the guide of KFT Spa and GuardOne Italia passes to the IT company from Puglia MACNIL.
Two new important investments to consolidate the strategic European presence of Macnil, an information technology company from Puglia, part of the Zucchetti Group - Italian leader in Information Technology - in the safety and protection of motor vehicles and Black Boxes market.
With the aim of expanding its offer of IT solutions and consolidating itself on the market by satellite car alarms for cars and company fleets and the Black Boxes (Connected Car), Macnil has acquired 100% of the share capital of KFT Spa and GuardOne Italia.
Thus aiming to become a leader in safety in Italy, the Apulian company founded 20 years ago by Nicola Lavenuta and Mariarita Costanza, already owner of the automotive brand GT Alarm, now acquires two new companies with almost 40 years of experience behind them in the design security and Fleet Management services.
KFT Spa, present for 40 years on the market of electronic remote control systems, designs, builds and markets GPS based systems in nearly 30 countries worldwide. Project Automation wins tender in Milan for Limited Access Zones

PTV software to be deployed in two Middle East ITS projects

PTV has been appointed as a sub-contractor to the consortium selected by Qatar’s Public Works Authority (Ashghal) for its project to design, build and implement an ITS software system for the country’s Roads management center (RMC). The ITS software solution will seamlessly integrate all the currently separate road sub-systems making RMC the central hub of all monitoring, operation and management within Qatar. The project brings together several leading transportation technology companies with proven global expertise in their respective fields to accomplish the challenging and ambitious project.
PTV will provide software for simulation and traffic forecasting, including its Optima traffic management platform, Visum analytics and Vissim microsimulation packages. The company will collect available GPS data and extract speeds that can be used for simulation and real-time and mid-term forecasts, for the whole Qatar transport network. The company’s software will also be used to calculate estimated time of arrivals (ETA) of public transport services at stops, as well as transfer alerts on stops where transfer time exceeds given thresholds, due to delays. The innovative project will ensure smooth performance and management of Qatar’s road networks, and following its final delivery, it will leave a legacy in the form of an innovation center that will be developed as part of the solution, and which will be connected to the core RMC software for development and testing for future technologies, and for training purposes.
PTV is also collaborating with a traffic engineering services company to set up a real-time system that enables law enforcement authorities in the UAE to effectively manage their vehicle dispatches to respond to emergencies. PTV’s Optimasoftware components provide real-time traffic information with an ability to forecast the traffic flow. This is then integrated with the company’s Hyperpath routing engine to optimize the dispatchers’ response to any emergency situations that occurs by estimating the travel time between current location of emergency vehicles and the desired destination by displaying the drive time. The solution helps the dispatcher to select the emergency vehicle that will reach the destination in the shortest time and to guide it on the fastest route taking into consideration current and forecasted traffic congestion delays.

TomTom releases the new Traffic Index

TomTom, TTS Italia ordinary member, has recently released the results of the TomTom Traffic Index, a report detailing the traffic situation in 403 cities in 56 countries around the world. Mumbai takes the top spot this year with drivers in the Indian city expecting to spend an average of 65% extra travel time stuck in traffic. Next in the global rankings are Colombian capital, Bogota (63%), Lima in Peru (58%), New Delhi in India (58%) and Russian Capital, Moscow (56%), making up the top five most congested cities in the world.
With Moscow taking the lead in Europe, Istanbul (53%) came a close second with Bucharest (48%) Saint Petersburg (47%) and Kiev (46%) making up the top five. Brussels (37%), London (37%) and Paris (36%) ranked in at 11th, 12th and 13th respectively.*
North America’s top five most congested cities are Mexico City (52%), Los Angeles (41%), Vancouver (38%), New York (36%) and San Francisco (34%). Traffic congestion has increased globally during the last decade, and nearly 75% of the cities TomTom includes in the new Traffic Index report had increased or stable congestion levels between 2017 and 2018, with only 90 cities showing measurable decreases.
There are significant differences between continents: for example, decreases were measured in Asia, with a large decrease in congestion (-8%) in Jakarta, while nearly every city in South America posted increases, the largest (8%) taking place in Lima, Peru.
TomTom has been collecting traffic information and providing traffic services for nearly a decade, allowing drivers to make smarter choices in route planning and avoiding congestion. And the location technology specialist’s work on the future of driving – from high definition maps for autonomous vehicles, to efficient electric vehicle routing and charging – means that car makers, technology companies, road authorities and governments already have the tools to make the roads less congested.

Save the date: Creating a Smart City - Training day on ITS and C-ITS

CAPITAL supports public and private stakeholders in the implementation of ITS and C-ITS through training activities. The event will provide guidelines for the implementation of ITS and C-ITS in cities, addressing Smart Road technologies and illustrating the cost and benefit aspects related to ITS and C-ITS. 
The training day will take place in the Hemicycle Room (Sala Emiciclo) of the Ministry of Infrastructure and Transport, Via Giuseppe Caraci 36, Rome, from 9:30 to 17:00.
