N° 8 September 2019

This Month Focus On...

The recently passed, from 16 to 22 September, was the 18th European Mobility Week. In addition to being able to boast 3,111 cities, 2,363 organizations involved and the highest participation rate recorded so far (even exceeding last year's record), this annual event on good practices for sustainable mobility has also arrived in a moment in which sensitivity towards climate change has become very high. The climate summit in New York, which preceded the UN assembly, thanks also to the intervention of Greta Tumberg, had a great media impact, also giving some signs of concreteness, such as the pact between 66 countries, 102 cities and 93 companies that have committed to achieving zero emissions by 2050.

Active Mobility in the Cities
In this context, the European Mobility Week focused on the theme of "active mobility", mainly understood as pedestrian and cycling mobility, for which the slogan "Let's walk together" was chosen, focusing on the safety of walking and cycling and on the advantages that active forms of mobility have for health and the environment. Furthermore, the European Mobility Week, coordinated in Italy by the Ministry of the Environment, has also become a valid opportunity for cities to activate a process of improvement of urban mobility in the direction of environmental sustainability combined with local economic growth and quality of life. Since 2002, many cities that have participated in the initiative have subsequently made the experimental measures implemented during the Mobility Week stable. The main message, also of this edition, is that cities can no longer depend completely on cars and that the modal shift for urban travel passes through new technologies and the digitalisation of flows. In this regard, it should be remembered that the European Commission has established two ambitious goals for mobility in the city: the gradual elimination of conventionally powered cars by 2050 and the transition to zero-emission urban logistics in the major urban centers by 2030.

The initiatives in Italy
Many initiatives have been launched in Italy during the European Mobility Week. This year, 103 cities have joined, a slight increase compared to 2018 (101), but decreasing if one looks at 2017 (130) and 2016 (147). Municipalities were also joined by many projects implemented by companies and public and private organizations. In general, according to the data published on the website www.mobilityweek.eu, most of the municipalities have planned events focusing the attention of citizens on the importance of sustainable mobility, also resorting to the closure to traffic of parts of the city and giving space to sharing and intermodal activities in urban travel. In particular, large centers such as Bologna and Milan have launched several initiatives also supported by local public transport companies. In Piazza Maggiore, Bologna, the Mobility Village was set where people were able to test the use of bicycles in the city, sharing arrangements, electric public transport and the new Apps for optimized travel. Many initiatives were also held in Milan to support bike and car sharing, with promotional offers to bring citizens closer to this mode of transport. In Rome, the Week was coordinated by the Agency for the Mobility, Roma Servizi per la Mobilità, and the City Council. Rome organized a car-free Sunday and a wide range of meetings, conventions, outdoor initiatives including walks, tests of ecological vehicles, showrooms. There are also several initiatives implemented by companies and organizations.

PRODUCT IN THE SPOTLIGHT
TRUCAM HD Speed Meter

Telelaser TruCam is a portable system that combines laser detection of speed, acquisition of images, digital movies and data collection. The laser technology makes it possible to identify a single vehicle as a target among a group of vehicles on multi-lane roads and measure their speed.
It has a range of 1200 meters and performs 66 measurements in 3/10 of a second to obtain an extremely reliable and precise measurement. It produces a series of high-resolution photographs of the noncompliance vehicle, and stores everything on a memory card.
The system is able to operate completely automatically through the self-registration operating mode: the instrument is aimed at a predetermined distance where the vehicle is detected and, in the event of infringement, filmed and photographed. Furthermore, it can be controlled, via WiFi through a tablet, by an agent who can constantly set and verify the correct operation.
The instrument can be equipped with a small and efficient IR flash that allows to work safely even at night, without the risk of glare.
It can be used on one arm, mounted on a tripod, mounted inside the service car or inside the deterrent TruBox®.

THREE QUESTIONS TO…

Antonio Viganò, President and founder of Eltraff S.r.l.

1: When Eltraff was borne? How the activities started?
Eltraff has been on the market since 43 years, with a success story that I will tell you briefly.
At the age of twenty-five I was employed by the General CGA Automation Company of Rome, which imported a speed meter called the S5 Radartachimetro from the USA for which we obtained the approval in 1963. We managed to sell fifty S5 Radartachimeters in the major Italian cities but then the American company withdrew from the market and consequently the CGA also closed.
I thought that speed meters could have a good market in Italy and with my brother-in-law we designed a new speed meter called Velomatic, which obtained ministerial approval in 1981. Even today, the Velomatic is the only device in the world capable of simultaneously photographing the rear number plates of vehicles in two opposite directions.
In 1996 we formed an important partnership with Laser Technology of Denver; we were able in a very short time to have the exclusive in Italy of Telelaser speed meters which then evolved up to the latest version of the extraordinary Telelaser Trucam HD.
Other products have subsequently been added such as breathalyser, traffic light documenters, planimetric detectors, equipment for drug control and more.

2: How has Eltraff changed in these 43 years of activity?
Eltraff is a company with a dual face, on one hand we can consider ourselves conservatives, we keep our systems and products alive for decades, allowing our customers to make investments with a very long product lifetime. On the other hand, we are always careful to offer new and performing products that allow us to position ourselves among the first companies in Italy for portable speed meters.
The changes are continuous and constant, every year when we do the management review, we realize how many things we managed to do, and this makes us very proud. For example, in the last year we have launched two new products, we have redesigned our website and started an active collaboration with TTS Italia.

3: What is ahead for the future?
We want to continue in the development of new and innovative products for which we have equipped ourselves with an internal research and development department. We believe it is essential to consolidate relations with our partners for the distribution of products for which we have the exclusive in Italy, continuing to report satisfactory results.
Furthermore, as the ultimate goal, for us the most important, we want to continue to maintain the esteem of our customers, over 2500, assisting them in the best possible way.

Smart mobility and smart parking, Naples invests in innovation and can compete with the most important foreign cities

12.2 million collected in 2018 from the management of the ‘blue stripes’ entrusted to Azienda Napoletana Mobilità (+15% compared to 2017); more than 766 thousand Euro of receipts from payment of the parking by mobile app (+40%) and +44% of checks. Thanks to the collaboration between ANM and Municipia S.p.A. - Engineering Group, Naples has acquired essential tools for the management of digital mobility and parking services.

Keywords: dematerialization and integration of more technological solutions, in line with the trends of the most important italian and foreign cities. Naples is the number one city in Italy by population density, with 92 municipalities on 1.171 km², more than 200.000 registered companies and tens of thousands of cars transiting every day. A complex reality that ANM menages with an efficient, flexible and quick-to-use system: INES CLOUD, a platform which enables the integration of hardware and software technologies facilitating the management of processes and urban mobility services.

In particular:
INES Cloud BSS, for the management of the processes concerning issuing mobility and parking permits, including sale from the counter or reserved web area
INES Cloud–ParkingHub , the service specialized in centralization and control of digital parking payment systems provided by various dealers
Tap&Park, a mobile white label app for payment of parking without additional fees charged to the user and perfectly integrated with the city's pricing system
Sanzioni Smart, a mobile app for monitoring and fining dedicated to personnel responsible for controlling street parking
Napoli Pass, a badge, equipped with UHF RFID, for permits and parking passes used by residents
RFID UHF Gate, an access control system, based on UHF RFID and integrated with the parking facilities of the Management Center, which gives residents holding a Napoli Pass access in free flow mode and allows them to book a parking space.

Naples is a best practice of sustainable mobility, which does not mean just less traffic but also less pollution, better quality of life for citizens and more revenues for municipalities to invest in road safety. A new approach, a new vision: from the Smart City to the Augmented City.

STEP-UP project

Sustainable Transport E-Planner to Upgrade the IT-HR mobility

STEP-UP project faces the lack of a real sustainable mobility planning by promoting the multimodality in the Programme area. Existing transport connections are often inefficient to answer modern life needs and manage touristic flows mostly during peak season.
STEP-UP solution uses all transport modes (train, ferry, public transport, flexible transportation-Demand Responsive Transport, etc.) and combines them to provide a seamless solution. STEP-UP project will involve decision makers, practitioners of the intermodal mobility transport and will sustain the capitalization of initiatives as leverage for a sustainable development of the passenger mobility in the EUSAIR Region.

The project is driven by general and specific objectives. The former consists in:

  1. Promote multimodal passenger mobility;
  2. Facilitate the access to the services offered;
  3. Combine transport and tourism aspects in a global vision;
  4. Capitalize efforts and the outputs reached from INTERMODAL project.

The specific objectives are:

  1. Improve the multimodal and sustainable mobility across STEP-UP areas through local actions and providing wider travel planner platform;
  2. Share experiences to avoid/reduce common technical and organizational problems thanks the foreseen training sessions;
  3. Plan the feasibility studies allowing each partner to analyse specific topics and critical points;
  4. Define new business models to guarantee the sustainability of the project.

Overall, STEP-UP project is conceived and developed to promote multimodal passenger mobility in IT-HR Programme area through delivery of information related to transport with various transport modes.
In particular, we are talking about:

Promoting multimodality in IT-HR Programme area

The project aims at promoting through delivery and integration of information for different modes, based on a rail and local public transport in a door-to-door perspective.
The door-to-door solution concept uses all transport modes and combines them together in order to provide punctual and fast travel information.

Making easier the access to services

STEP-UP project will allow easy access to different transport modes, get one travel solution, connect with different operators and will give the possibility to merge transport and tourism issues. Added value will be delivered by different modules included real-time information both to navigate the users among sustainable mobility means and static-dynamic POIs. Different communication channels will be developed and integrated with the IT platform and local system: APP, web .

Modelling new business models

New business models and training sessions will be the key elements to assure a steady growth to overcome the survival point. The goal is to educate partners on the aspects of mobility and travel planners, focusing on algorithms for the optimization of multimodal transport, new business model approaches for the sustainability of STEP-UP over the end of the project, and on collecting, sharing and managing transport data.

The project foresees six pilot sites (three in Italian Programme area and three in Croatia) in which STEP-UP objectives will find operative realization.

The Marche Region pilot
One of the pilots includes the Marche Region, to develop a strategic starting point for travel across Europe, considering its excellent geographic position, which lets people reaching it in different ways:

  • By plane, from international airports;
  • By train, as the region is served by railway transport system that covers 386 kilometres of lines, directly connecting all cities within Adriatic Sea;
  • By bus, with long distance buses that operate from the north to the south of Italy;
  • By ferry: Ancona, the capital city of the Region, is characterized by an important RO/PAX port (for passengers and goods), with direct links to other countries like Croatia and Greece.

All these characteristics make Ancona a strategic starting point for tourists and residents to travel across Europe. Actually, the lack of a single multimodal information system and the difficulty to display transport information discourage users to use public transport and start their travel from Ancona to reach the interchange HUBs.
Since 2007 the Region has activated a web-based system for searching Local Public Transport lines and timetables. The system is available at http://orari.trasporti.marche.it and it allowed to have all transport data from 5 different transport operators within Marche region. All data are periodically published in the Marche cloud and this guarantees updated data available to the user on web regional platform.
The main objective of the Marche pilot is to overcome the limits of temporary web-based system including other transport modes (for example train and ferry) for a wider European connection. The Marche Region aims at creating a single multimodal and cross-border travel planner in order to:
— facilitate at first the access to the transport network
— attract more demand thanks to the inclusion of events and points of interest.
It is important to offer easy and complete information for a high quality users’ experience avoiding the proliferation of web applications.

Kapsch TrafficCom equips state-of-the-art motorway Olympia Odos with hybrid tolling system.

Kapsch TrafficCom, TTS Italia ordinary member, expands its toll management footprint in Europe by equipping the state-of-the-art Olympia Odos Greek motorway with 30 free flow rebate stations. The contract has been awarded by the Canadian IBI Group (who has a contract with the Apion Kleos Construction JV of Olympia Odos) enlisting Kapsch’s ongoing technical support for service and maintenance, based on a yearly agreement.
Olympia Odos is one of the most significant motorway concessions in Greece, linking the cities of Athens, Corinth and the port city of Patras on the Peloponnese, via 202 kilometres of motorway.
The planned upgrade will offer the first distance-based pricing model in Greece, available to all Electronic Toll Collection (ETC) users of Olympia Odos. The solution is based on the concept of providing a rebate to road users if they don’t travel the totality of the distance corresponding to an average distance charging zone (the current charging model). This new model is considered a ‘hybrid’ or ‘rebate’ system.
The new solution involves the development of thirty entry and exit ramps, equipped with full tolling and enforcement stations for detection and classification of passing vehicles. The journeys recorded by the Roadside Systems (RSS) paired with those recorded in conventional toll plazas will calculate the rebate amount.
Other motorway concessions in Greece are expected to adopt this hybrid tolling system and rebate model.

TomTom Telematics launches Asset Tracking allowing companies to monitor their powered assets

TomTom Telematics, TTS Italia ordinary member, has officially added a new feature to their WEBFLEET fleet management solution. Asset Tracking gives companies visibility over the position and usage of their powered assets, such as trailers, generators and other equipment.
From a single interface, the position of both vehicles and assets are displayed on a clear map view. Users can choose to be alerted when an asset is being used, when it leaves a designated area or when any motion is detected. This helps reduce both the risk of theft and the likelihood of improper usage. Notifications can also be setup to alert the user when maintenance is required, which helps to preserve the value of the asset.
The user can find out the location of each asset in seconds, whether it’s on-site or off. If they want more detail, they can get instant reports 24/7 listing current position, trip, maintenance, input and all the other details regarding how the asset is being used. And they can setup a maintenance notification based on the odometer, operating time or time since the last maintenance – whatever is most suitable for judging that an asset needs to be serviced.
