Michele Dell’Orco, Undersecretary for Infrastructure and Transport

 

 

 

The reform of the Road Code is part of the programs of this legislature. What do you think are the most important and urgent changes to be implemented? How is coordinated the work of the Transport Committee of the Chamber and the delegated law approved a few weeks ago?
The work we are carrying out, both as a Government with the delegated law that draws the frame, and the Parliament with the specific changes to the Code, goes in one direction: to increase the safety of roads and road traffic to reduce deaths and injured by accidents. The statistics still speak to us of too high and dreadful numbers and on this we feel the moral responsibility to intervene. So, we want to tighten the penalties first of all for those who are distracted from driving, starting with those who use their smartphones while driving. And to facilitate the use of soft mobility for small journeys, facilitating the use of bicycles in the city but also of innovative means such as hooverboards and electric scooters, for which road experimentation will soon begin. I do not see, however, the need to further increase speed limits on motorways, a measure that would be exactly the opposite of our intentions. That said, the work of the Government and Parliament on the reform of the Code is synergistic and complementary: the delegation law redesigns the framework of the code without going into the merits of the precise measures, which will instead be introduced by the Chambers.

 

The delegation law for the modification of the Road Code mainly aims to increase safety in favor of weak users and soft mobility. Do you believe that a greater technological equipment can help achieving this goal?
Definitely. A more optimized management of mobility in the city through the intensive use of intelligent technologies will reduce the number of accidents and have important benefits.

 

A working group set up within TTS Italia has produced a document with various proposals for modifying the Road Code, including the use of traffic light systems and LED lighting for pedestrian crossings, the use of automatic speed control systems also on urban and local roads, enforcement systems for the management of parking areas and greater electronic control for access to the LTZs. What do you think?
They seem to me common sense ideas that are worth investigating and developing, especially as some of them go exactly in the direction of greater safety for the road users we are pursuing. The Government is ready to listen to the good proposals that come from outside and, together, to think about how to put them into practice.

 

The updating of the Road Code will also have to take into account the evolution of the movements. Car sharing and car pooling are entering the everyday life of many Italians, who are asking for more services "on the move". Do you agree?
Definitely. In our vision of sustainable mobility we certainly do not forget the importance of encouraging the intermodality of means of transport, and car sharing and car pooling are surely a non secondary resource, which also responds to the need to decrease traffic in city, improving among other things, air quality. Italy has lots of cars in circulation, around 65 per 100 inhabitants, twice compared to other European countries, so sharing can also be a resource to meet this problem. In the last legislature, I presented as a first signatory a bill to encourage this type of mobility, presented again in this legislature by the 5 star Movement. Among other measures, the bill aims to favor the creation of internal car pooling services in medium and large companies and industrial districts, and therefore managed by several nearby companies.

 

Do you think that the themes of technological innovation related to smart roads and autonomous driving vehicles can be considered by the new Road Code in order to regulate their use and therefore favor their widespread distribution in our country?
The Ministry of Transport has a very strong focus on technological innovation and, in particular, on autonomous and connected driving, and on both issues there are already many initiatives in the field. Less than a month ago, The Ministry observatory for smart roads gave the go-ahead to the first authorization to test autonomous driving on public roads. The start of this experimentation is the first step to assess the impacts, and the related scenarios, which see more and more automatic vehicles capable of mitigating human errors with the aim of reducing the number of deaths and injuries on the road, as I already said before. This is only the first experiment, which we hope will be the track for many others. Our experimentation foresees the presence of a person able to take control of the vehicle, on board. At the moment, therefore, no changes to the international conventions are needed to form the basis of our road code. At the moment we gathering experiences and data that can be analyzed to make decisions in a more conscious way.

 

The Ministry of Transport has recently launched the National Conference on Infrastructure, Transport and the Territory which will also consider issues such as sustainable development, local public transport, logistics and ports. What are the implementation times for these working tables and what kind of work will be carried out? How will the associations be involved?
On 3 April, the National Conference for Sustainable Mobility and LPT officially opened. Currently, and until May 3, the public consultation is active at the link http://consultazioni.mit.gov.it/. At the end of this phase, the proposals that have been formulated will be analyzed and considered, and informal tables on the single topics on which we want to write the national strategy will be activated already from May. The synthesis will be presented and shared in the final event of the Conference which, similarly to the one already held on the air theme, will be an open participatory meeting to be held at the beginning of June in the presence of all the actors in the sector. The work is structured from the beginning to be participatory, collegial and open to all those who have an interest in formulating proposals, be they stakeholders, associations or individual citizens.

 

Finally, in recent months there has been much talk of infrastructure and freight logistics. What are the priorities for you?
One of the themes considered by the Conference is precisely the city logistics, which is one of the topics we wanted to deal with as a priority both in the current urban context and in the smart cities of the future. Surely technological innovation in this sector plays a fundamental role, for the management of fleets, loads and for the optimization of stalls. The logistics of the distribution of goods to the end user, the need to enter the city, with the need to satisfy different mobility needs within a single urban space is a very important topic in view of new ways of moving goods, digital support infrastructures and automated vehicles.

 

Who is Michele Dell’Orco. Born in 1985, is currently the youngest undersecretary in the history of the Ministry of Infrastructure and Transport. Chemical expert, he began his work in the companies of his territory producing mortars and building adhesives. In the 2013 general elections he was elected deputy. In the course of his parliamentary activity he has dealt with corruption and major works, traffic regulations, road safety and sustainable mobility.

1) Smart Mobility: what is the situation in Italy and which opportunities can be taken to improve life in our cities?
We need to change gear to make our cities technologically advanced and more livable. Regarding mobility, new services - tailored to citizens' specific circumstances and needs - and new payment methods - simple, fast and secure - are needed. A challenge for all the Municipalities that have the opportunity to set up advanced Smart Mobility systems, for example through the Project Financing that Municipia can offer: a Public-Private Partnerships that reduce costs and share revenues, as well as enabling new digital data ecosystems.


2) Kiunsys has been recently acquired by Municipia Spa of the Engineering Group. What does this mean for the development of the Company?
It means accelerating the digitalization processes of the Public Administration at all levels and boost the offer of Augmented City. We currently have national and European projects and solutions already operating in over 80 cities, including, for example, Florence, Mantua, Milan, Naples, Parma, Pisa and Verona. Vehicle inspection activity is an important tool in ensuring legality and compliance with the rules on the part of drivers. The most frequent infringements are speeding, overloading and driving times.

QATAR – THE MOST INTELLIGENT COUNTRYWIDE SMART CITY SOLUTION


First of its kind...
Ashghal, the Public Works Authority, has launched the project to “Design, Build and Implement an Intelligent Transportation System (ITS) Software Solution for the Roads Management Centre (RMC)”.
The project brings together world leaders in technology with proven expertise in their respective fields worldwide to accomplish this challenging and ambitious task, with Swarco and KBAS as the technical leads. The consortium also includes Transpo Group, PTV Group, Qmic and Mannai Trading Co. L.L.C.
The RMC Software Solution proposed, will be based on OMNIA Swarco’s technology and will be different from any other solution, at an unprecedented scale.

 

A Unified Platform for all future needs…
The ITS Software Solution will integrate all the currently separate road sub-systems making the RMC the central hub of all monitoring, operation and management within the whole country in Qatar.
The system will act as the main hub connecting all the control and management systems and field devices. The RMC will create an Integrated Road Traffic Environment and will permit the cooperation between different systems to have the most efficient use of existing road geometry. It will also allow the macro and micro analysis of the traffic patterns to plan for any future planning of road construction. The maintenance department will have a clear visible representation of the health of all the installation allowing proper scheduling of preventive and corrective maintenance.
The Solution will provide a seamless integration through the creation of a common database at the top level allowing the timely response to any incident and event.
The Solution will be tailored to address the current ITS challenges in the country but will be developed with future and emerging technologies in mind – a truly state-of-the-art solution unlike any existing system in the GCC, or for that matter, the world. Through each of the core aims, it will enable the enhancement of the road networks within the country, improving user experience across the road user spectrum and delivering the highest standards of efficiency in time for the World Cup in 2022 and, more importantly, aligned to Qatar Vision 2030.

5T: 83 thousand hours of time saved by tram and bus users with traffic light priority

Thanks to the traffic light priority on some tram and bus lines, approximately 83 thousand hours of travel are saved in a year for all users of GTT vehicles, on these routes, in 2018.
The data was provided during an inspection of the Smart City commission carried out on April 15 at the 5T, TTS Italia ordinary member and the company that manages services related to mobility, traffic management and technological control of the plants.
The traffic light priority is a service that guarantee the green light for public transport with the aim of increasing the commercial speed of transport and reducing travel times with obvious advantages for users. In Turin the priority has historically been applied to lines 3,4,9 and 10 (90% coverage).
Since 2007, Città di Torino, Gtt, 5T and Iren have started extending the traffic light priority on line 15 (with 4 minutes less per direction and an increase in speed of 14%) and on line 16 (5 minutes less and 16% increase in speed).
From 2018, the traffic light priority was also introduced on some bus lines, 2, 18 (priority is nearing completion) and 68 (90% of the entire route).

Artificial intelligence: to Almawave, the European Frost & Sullivan award

Almawave, one of the main Italian players in the development of speech recognition & natural language processing technologies applied to customer experience management and advanced analytics, has obtained the European Enabling Technology Leadership Award from Frost & Sullivan for the Customer Management sector BPO Industry.
Reason for the Award, delivered in London during the "Excellence in Best Practices Awards" event, is the ability to leverage on the proprietary people-centered platform that uses Artificial Intelligence to innovate customer relationship management.
The recognition of Frost & Sullivan is related to the Almawave platform, based on the understanding of natural language with AI technologies. A complete perspective of Customer Experience Management (CX) and knowledge intelligence and engagement solutions to improve the level of effectiveness of services, also thanks to the use of Big Data.
The F&S analysis report underlines the importance of innovation, in an age of rapid technological transformations: "companies that fail to keep pace with the digital revolution will pay a high price".

 

Kapsch TrafficCom secures new contract in Dominican Republic

In a public tender, Kapsch TrafficCom, TTS Italia ordinary member, and its partner EVOCON were selected to provide the comprehensive urban mobility management solution EcoTrafiXTM for the city of Santo Domingo, Dominican Republic. The contract was awarded by the local authority Instituto Nacional de Tránsito y Transporte Terrestre (INTRANT) and includes a 17-month period for the implementation (i.e. design and construction) of new infrastructure as well as four years of technical operation. Total contract value is approximately EUR 18 million and will be shared by consortium partners Kapsch (60%) and EVOCON (40%).
The first part of the tender covers engineering, delivery, installation, testing, commissioning and the deployment of EcoTrafiXTM. This will include 100 new intersections, 2,200 new traffic lights, 40 CCTV cameras, 400 CVD vehicle detector cameras, variable message signs and control center equipment. Maintenance will cover 260 already existing intersections including traffic lights and CCTV, as well as the newly installed equipment.
“This contract is enhancing our urban mobility management footprint in the Latin-American region”, explains André F. Laux, COO Kapsch TrafficCom. “Santo Domingo is the biggest metropolitan area in the Caribbean, which demands high requirements for mobility within the city. We are proud that our solution was chosen to help the city achieve a more efficient and safer mobility future.”

Online payment and digital mobility: SisalPay shares the myCicero capital

SisalPay, the payment services company of the Sisal Group, announces a 30% share in the capital of myCicero, the leading digital platform in Italy in mobility and parking ticketing, through a total investment worth 3.5 million euros.
The agreement establishes the sale of shares of myCicero capital by the current sole shareholder Pluservice Srl, TTS Italia ordinary member, in favor of SisalPay, as well as a capital increase for SisalPay to achieve a total investment of 30%.
This operation, which strengthens a relationship already in place between the two operators confirms SisalPay's desire to establish itself as an integrated ecosystem of services and leader in digital payments . This objective is pursued through an Open Innovation strategy that includes a constant observation of the macro trends and the startup ecosystem with the aim of identifying opportunities for innovation and investment in high-potential sectors.
For myCicero, with the entry of SisalPay into the corporate structure, the path that Pluservice has undertaken in 2011 with the launch of the platform of the same name, consolidated at the end of 2017 with the establishment of an independent company, is completed.

Published the ICT Rolling Plan 2019

The European Commission's ICT Rolling Plan 2019 has been published, which, among other things, gives indications on the technologies and standards on which it intends to invest for the implementation of its own Policies. In particular, in the paragraph "INTELLIGENT TRANSPORT SYSTEMS - CONNECTED AND AUTOMATED MOBILITY (ITSCAM) AND ELECTROMOBILITY", among the enabling standards, OpRa, the standardization group of which Fabrizio Arneodo, 5T, ordinary member of TTS Italia, is the Chairman, was also included. The group (http://www.opra-cen.eu/) is in charge of standardizing the calculation of the performance indicators of TPL.

Sinelec wins tender for radiocommunication infrastructure

Sinelec S.p.A., TTS Italia ordinary member, has won the tender issued by Autostrade per l’Italia S.p.A.
for the supply, transport and unloading of radio equipment for the construction of the radiocommunication infrastructure, at the service of the Fire Fighters, within development tunnels of more than 1000 m and in areas adjacent to the entrance and exit portals, establishing a communication infrastructure to support emergency and emergency operations.

Softeco enters the connected and autonomous vehicle sector with the EU project Trustonomy

Softeco Sismat Srl, TTS Italia ordinary member, will coordinate the "Trustonomy" project on self-driving cars and vehicles. The vision of the project, funded by the European Commission, is to increase the safety, trust and acceptance of self-driving vehicles, helping to face technological challenges and application scenarios, through an integrated and interdisciplinary approach. Trustonomy will receive a total funding of over 3.9 million Euro. The Trustonomy project, which will bring industry experts and ordinary citizens to work closely together, will investigate, verify and evaluate comparatively, in terms of performance, ethics and acceptability, different technologies and relevant approaches in a variety of autonomous driving scenarios and real time innovation, covering different types of users (in terms of age, sex, driving experience, etc.), road transport modes (private cars, trucks, buses), automation levels (L3 - L5), conditions of driving, etc. The interdisciplinary nature of the consortium ensures cross-contamination and the right combination of skills in all relevant scientific fields, ranging from driver psychology and behavior / aptitude analysis to driving status monitoring, from driver training to driver performance assessment, from HMI design to risk analysis models, from statistical inference and machine learning to automotive solution tests, from the collection and professional analysis of driver data to telematics solutions, up to large new-generation data platforms. Furthermore, the balanced composition of the consortium in terms of stakeholder representation will allow a complete assessment of the project results from multiple perspectives, including scientific analysis (universities, research centers), operational evaluation (car manufacturers) and opportunities of business (technology suppliers, associations). The Consortium sees the participation, in addition to Softeco, of industrial partners such as Intrasoft (LUX), Vodafone Innovus (GRE), Solaris (POL) and Scania (ITA), of research centers such as ITS (POL), IFSTTAR (FRA) and CSIC (SPA), of Universities such as those of Leeds (UK) and Patras (GRE), of small and medium-sized enterprises such as Aitek (ITA), Catalink (CYP), Robocar and Škoda - Safe Driving School (POL) e, finally, of non-profit organizations like Työtehoseura (FIN) and TTS Italia (ITA).
In particular, TTS Italia will manage the activities related to the communication and dissemination of the project.

Thetis: positive testing of the AVM / SAE systems in France
In March, Thetis, TTS Italia ordinarymember, successfully completed the testing of the monitoring system (AVM / SAE) applied to the transport network of the French city of Dunkerque managed by the Company STDE, a subsidiary of the Transdev group, which includes a fleet of more than 120 buses. The AVM / SAE system is based on the latest generation of the Thetis suite, an entirely web-based solution that integrates service monitoring, on-board and stop user information, passenger counting and traffic light priority management.
The commissioning of the system required a careful reorganization of the entire urban network of the city of Dunkerque to support the innovative concept of a free public transport service for all.
Thetis expresses satisfaction at having achieved this result on the French market, which is strategic for the company, and which strengthens the technological skills in the field of sustainable mobility and intelligent transport management.

Tiemme launches Pay and Go in Siena and San Gimignano
The innovative project of Tiemme, TTS Italia ordinary member, is growing to pay for the ticket on board the bus simply with the beep of the contactless payment card. First in Italy for the development of the EMV payment system on the entire Grosseto urban service, this new technological step brings Tiemme among the first companies in Europe by virtue of a new payment system that applies to a suburban line between Siena-Colle Val d'Elsa-Poggibonsi and San Gimignano to Florence.
Thirty suburban buses will be equipped with the latest generation of validation machines that allow paying the extra-urban ticket on board in a few simple steps, thanks to contactless technology and without registration and additional costs. The ticket will cost as much as the traditional one.
The project, developed by Tiemme in collaboration with AEP Ticketing Solutions, TTS Italia ordinary member, and Mastercard, confirms the Tiemme commitment to technological innovation in order to encourage the use of public transport and to meet the new contactless payment methods, which are increasingly common in all contexts today.
The project is accompanied by a communication campaign developed by Tiemme and declined with the slogan "Pay and Go" present outside and inside the buses. The buses become to all effects information units of the project, able to communicate all the information on the use of the card and to launch a strong message of stimulus to the use of the public transport.

UK: Trenitalia c2c launches PICO4UK, a new platform for eticketing
Trenitalia c2c is the first operator in the United Kingdom to launch the PICO4UK electronic ticketing system. The new digital platform, which will change the ticket buying experience for British customers, integrates the various sales channels: self-service ticket machines, ticket offices, website and app. This is what is learned from the press release issued on the group's institutional website. CAPITAL ITS e-learning launches call for best practices in ITS and C-ITS

The CAPITAL ITS e-learning project, involving TTS Italia among partners, is committed to the growth of an ITS community where public authorities can share their knowledge and experience with each other, which in turn will foster the uptake, development and deployment of ITS and C-ITS services.
To this end, partners of the CAPITAL consortium are launching today a call for Best Practices in ITS and C-ITS. The call is open to any city or local government interested in showcasing ITS and C-ITS services implemented locally.
This call is an opportunity for public authorities to exchange information and share success stories, encouraging transferability and reproducibility in the process.
The submission form is available online here and should be completed and returned by 15th May 2019.
Interested parties are invited to provide general information about the area of deployment, the deployed ITS or C-ITS solution, its benefits, and the stakeholders involved. The most innovative and successful submissions will be awarded the title of ‘Champion’, which comes with an invitation to present the winning concepts at the ITS European Congress in Brainport-Eindhoven, Netherlands on 3-6 June 2019.
The Champions will get a day in the spotlight with interviews for the daily Congress newsletter, and a warm welcome by ERTICO CEO Jacob Bangsgaard and the CAPITAL ambassadors to discuss further cooperation.

This event dedicated to training and exchanges on C-ITS deployment is the perfect opportunity for public authorities to get access to practical knowledge, concrete demonstrations, and latest innovative C-ITS trends. The morning training session, provided by the experts and city practitioners of the CAPITAL training project, will explore the deployment of C-ITS services in cities.
Since 2015, the C-ITS City Pool acts as a central meeting point between transport authorities committed to C-ITS deployment and other cities / regions interested in how C-ITS can improve urban & regional mobility, in view of raising awareness and supporting deployment. Join the C-ITS Training and City Pool Workshop and learn from other cities about C-ITS and what it can bring to your community, but also what hurdles you should expect when trying to implement. Share knowledge, gather best practices, speak with your peers and make arrangements for follow-up contacts and collaborations. The participation in the workshop is free of charge but registration is required. Registration will be announced at a later date.
