NOBILE: "SMART ROAD AND OPENTRASPORTI ARE THE CHALLENGES OF 2017 TO CONNECT ITALY"

In the past month the Ministry has launched the "Smart Road" initiative, and TTS Italia has been actively involved in the related working groups. How is the initiative going?
On 22 June, the Ministry of Infrastructure and Transport, in line with the policy to "Connect Italy" that has been pursuing, has presented at many stakeholders its position paper, in order to identify, with the help of the stakeholders themselves, functional standards for smart-roads. We are currently in the process of collecting and analysing the various contributions received.
The relevance is great, it was one of the topics discussed during the last G7 Karuizawa in Japan, during which it emerged that it is already in place a path to driverless car and smart road. The aim is to ensure greater safety, prevention, comfort and information while driving, standards for interoperability of technology systems and vehicles beyond national boundaries, increasing the quality of infrastructure, harmonization of laws, greater economic efficiency. A shared framework at international level is absolutely necessary. Italy is already working in this direction, thanks to the important contribution of the Technical Structure of the Mission of the Transport Ministry, in terms of research and coordination. In addition, the company Anas in June 2016 published a call for tenders for 20 million Euro for investments in technologies for mobile information and safety on the A3 Salerno-Reggio Calabria, which will soon be a highly innovative and safe infrastructure.

The Ministry of Infrastructure and Transport is focusing on the "digital transformation" of the sector. What are the priorities for 2017?
In 2017 we are having two definite actions: Smart roads and Opentrasporti. The previous mentioned activities of the working groups are defining the standards for the road transport operators.
Opentrasporti, within the Open Government Partnership, is aimed at developing a platform able to host in real time all different open data from different transport modes, with related API available. A prototype is under finalisation for the Roma Fiumicino city centre, and a table with airport managers has already been activated.
The Ministry is promoting a relaunch of the public transport as well as the integration between transport and city policies, in order to offer to citizens a better quality of life in urban areas. In 2014, as stated by the CNIT (Conto nazionale infrastrutture e trasporti), 65,3% of Italians used the car; the 19,1% moved by feet or bicycle; the remaining 15,6% used trains, public transport, motorbikes. Therefore sharing mobility needs to be improved, reducing traffic, pollution, incidents. To improve sharing mobility, open data and shared information on mobility are required. This is the starting point of OpenTrasporti.
It is quite a complicated project, therefore OpenTrasporti will be active within 2018. However, within December 2016, the platform will be online with the first available data.

OpenTrasporti has launched a public consultation recently closed. What are the most interesting suggestions? And how will the Ministry proceed?
The public consultation was closed at the end of August. Alla the received contributions were very interesting, some were confirming the necessity of the platform and some offered some practical suggestions.
One of the suggestions points out the usefulness of a constantly updated database of vehicle registrations, taking into account the technical characteristics, especially those of new generation (hybrid and electric). The Ministry believes that grouping into a single platform and make open data sets for the various technical features of vehicles, is definitely helpful. Therefore, these suggestions will be taken into account in the operational plan of transport data opening.
Another contribution noted the need to create an obligation on the release of data in open format and real time for all public transport companies and / or online services.
Finally, another relevant contribution was suggesting to cross the #opentrasporti data with #opencantieri and #italiasicura to provide updated information on the state of roads, road works or the possible states of a disaster area. Even in this case these suggestions will be taken into account in the process of identification and opening of the data and analysis of the dataset.

As from the study carried out by TTS Italia, the Intelligent Transport Systems market is under evolution. What would you suggest to ITS suppliers? And what to public administrations and local authorities?

The process of Digital Transformation involves policy makers, public administration, research centers, industry, universities and can be a source of new economy and a research and development opportunity. Ensuring greater security and innovation of the infrastructure, reduces risks, while generating sustainable transport, with benefits for tourism and for the socio-productive side.
The Ministry has introduced the national planning for logistics, roads, highways, ports and airports by identifying the works according to their usefulness, not to their size, avoiding overdesign, promoting effective solutions for economy and intermodality. The digital revolution is an opportunity because with technology natively provided, infrastructure becomes SMART, with negligible marginal costs.
The public decision-maker will have to design the infrastructure planning for future technological developments, while operators will have to think of solutions ensuring the integration of the value chain in the new transportation ecosystem. Digital does not only creates added value for passengers and operators, responding to market demands, but it can actually create new markets.
The challenges are manifold, in particular must not be limited to process automation, because digital processing means to create new integrated solutions. Fundamental is also to put at the center of this process people, investing resources on human capital skills.
The added value will arrive doing network, connecting international best practices; and, of course, not to repeat some of the mistakes made on smart cities, standardization is necessary.

Degree in Civil Engineering with a PhD in Transportation Engineering, from 2015 he is the Managing Director of the Directorate for Information and Statistical Systems of the Ministry of Infrastructure and Transport. He started his career in different local administrations dealing with infrastructure and transport. He has many publications in the field of technologies applied to mobility.

The European Commission has on 30th of November 2016 adopted a European Strategy on Cooperative Intelligent Transport Systems (C-ITS), a milestone initiative towards cooperative, connected and automated mobility. The objective of the C-ITS Strategy is to facilitate the convergence of investments and regulatory frameworks across the EU, in order to see deployment of mature C-ITS services in 2019 and beyond. This includes the adoption of the appropriate legal framework at EU level by 2018 to ensure legal certainty for public and private investors, the availability of EU funding for projects, the continuation of the C-ITS Platform process as well as international cooperation with other main regions of the world on all aspects related to cooperative, connected and automated vehicles. It also involves continuous coordination, in a learning-by-doing approach, with the C-ROADS platform, which gathers real-life deployment activities in Member States.

C-ITS will make increasingly intelligent European roads to make sure that the car can communicate with infrastructure. A system possible through the Internet of Things and 5G communications and in which everything is connected: from traffic lights to the road sign. The cars sensors will enable users to receive as much information as possible from traffic updates to the optimum driving speed.

CORE CWA 16390 revision kick-Off, Brussels 18 January 2017
CEN approved the revision of CWA 16390, that is the CEN technical specification developed in the European project SCUTUM for the position data (measured by means of GPS/EGNOS/multi-GNSS) exchanged among the tracking & tracing device (installed on-board of the tankers/tank containers) and the monitoring platform ftp://ftp.cen.eu/CEN/Sectors/List/ICT/CWAs/CWA16390.pdf.
Announced on the CEN Web Site @ https://www.cen.eu/News/Workshops/Pages/WS-2016-012.aspx, the kick-Off of CWA 16390 revision is planned on 18 January 2017 in Brussels and hosted by CEN.
Implemented in the frame of the European project CORE (www.coreproject.eu), by the demonstrator focused on the tracking & tracing of the Intermodal transport of Dangerous Goods for enhancing the relevant safety and security, CWA 16390 revision will consider normal obsolescence and technological evolutions, such as multiconstellation capabilities (e.g. GLONASS, Galileo).
The implementation will be carried out according to the plan published on the CEN Web Site.
The participation in the CWA 16390 revision is open to whoever is interested. The expression of interest can be submitted through the form published on the CEN Web Site.
The secretariat activities of CWA 16390 revision are carried out by UNI (Ente Italiano di Normazione, the Italian member of CEN, http://www.uni.com).

Kapsch awarded contract to modernize the Austrian GO toll collection system
It has been announced that Kapsch, TTS Italia ordinary member, has been awarded the contract to implement and operate the "GO Maut 2.0 - Mauttechnik" toll collection system (national toll collection system for vehicles over 3.5 metric tons) by Austria's highway and expressway operator ASFINAG (Autobahnen-und Schnellstraßen-Finanzierungs-Aktiengesellschaft). The contract comprises modernizing roadside infrastructure at around 500 locations, and bringing the corresponding center (RSE proxy) up to the latest technological standards. The contract has been signed and work is due to begin immediately. After the new system has been approved, technical operation of the system will run for a period of ten years, with the option of five one-year extensions. Instead of two gantries, future roadside toll enforcement will only require a single enforcement gantry. This gantry will bear the radio beacons and cameras for number plate recognition as well as an optical vehicle classification system designed for use in a national toll collection system for the first time. Using high-resolution video cameras and stereo video imaging processing technologies, the vehicle class and number of axes on each vehicle subject to tolls can be directly determined in free-flowing traffic. This enables a high degree of precision in enforcing adherence to tariff classes. The control center to be redesigned will apply innovative plausibility algorithms based on database image processing methods. This considerably increases the efficiency of toll enforcement, leading to significant reductions in the cost of enforcement operations. Energy efficiency will also rise: new energy saving components for roadside toll technology will lead to a major reduction in the Austrian toll collection system's level of energy consumption. Consequently, the newly designed Kapsch toll collection technology contributes to more ecological toll collection. Almost all the core components in the toll collection technology have been developed by Kapsch employees and produced in-house at the Kapsch production site in Vienna. Even when using subcontractors, Kapsch predominantly relies on domestic companies. For example, the steel structures used in erecting the new toll collection and control gantries are supplied by the company Forster based in Waidhofen/Ybbs. Many other small parts suppliers and service providers are also Austrian companies.

Kapsch has taken part in the first European live trial for Intelligent Transport Systems in Livorno
Kapsch, TTS Italia ordinary memebr, has taken part in ETSI ITS Plugtests™, the first tests in Europe on the road focused on co-operative communication vehicle-to-vehicle and vehicle-to-infrastructure. The focus was to verify conformance to ETSI ITS standards and interoperability of ITS G5 radio equipment in the new technologies created to increase traffic safety and efficiency. This has been a unique chance for solution providers from Asia, Europe and North America to maximize the effectiveness of their ITS solutions in urban environments. In addition to ETSI (European Telecommunications Standards Institute), also ERTICO, CNIT, Livorno Port Authority, Regione Toscana (Tuscan Regional Government), AVR (Livorno/Florence highway), Autostrade Tech (motorway network), Telecom Italia and more than 50 ITS companies, have collaborated to this project. The event contributes to ITS deployment, tests interoperability of ITS equipment from all vendors and demonstrates the convergence between ITS (Intelligent Transport System) and IoT (Internet of Things).
Kapsch TrafficCom has taken part to the event with its vehicle, Roadside and Traffic Management solutions based on Kapsch's V2X Communication Stack Framework. Kapsch has tested the implementation of the last ETSI ITS G5 standards in Kapsch V2X Communication Stack Framework consisting of its V2X communication protocol; moreover, it has validated Kapsch's C-ITS end-to-end solution based on the European Corridor C-ITS specifications developed in ECo-AT project with ASFINAG and other industry partners.
Kapsch has also verified these use cases: Road Hazard Signaling, Distribution of Road Hazard Signals, Time to Green / Traffic Sign Violation, Vehicle Data Aggregation, In-Vehicle Signage and Co-existence between 5.8GHz CEN DSRC and ITS G5.
Tests on future mobility - started on November 7 - have taken place in Tuscany until November 17, along the road from Livorno Port to Florence - Pisa - Livorno highway for about 6km using 15 technological vehicles thanks to equipment realized by participating companies. In addition, the Sea Port Innovation Conference Day has taken place on November 16-17 during which it was possible to take a demo tour on the test track.

Italy is a country at the forefront in the traffic management in city centers and now is positioning itself to improve traffic efficiency and safety even on highways. Muoversi in Piemonte: new infomobility services
Muoversi in Piemonte is the first integrated infomobility service on a regional scale in Italy, promoted by Piemonte Region and implemented and managed by 5T. It offers a single point of information access about the regional mobility system to citizens and travellers, with ever-updated and real-time infos disseminated through different channels:
- the new web site http://www.muoversinpiemonte.it which contains traffic situation in real-time; a journey planner service to plan trips around the region by public transport, car or bicycle; regional weather forecast; arrivals and departures from the Airport of Torino; driving conditions of mountain passes and a section dedicated to general news. The website is completely mobile responsive to achieve a navigation through smartphones and tablets and is also available in English for tourists and international businesses.
- 10 daily news reports about traffic conditions distributed by over 30 local radio stations
- The new channel Twitter @MIPiemonte, realized by 5T in collaboration with the R&D center TIM SpA, within the European project TEAM (www.collaborative-team.eu)
- Toll free number 800333444 active daily from 8 a.m. to 10 p.m., 365 days a year, free of charge for landlines and mobile phones.
Muoversi in Piemonte is also innovation: the multimodal journey planner has been developed with the most important and interesting open source technologies, such as OpenStreetMap and OpenTripPlanner, and is powered by scheduled data of the regional public transport companies included in the e-ticketing system BIP - Biglietto Integrato Piemonte.

Pluservice on "eurotransport" magazine to tell about the bus of the future
The European Bus System of the Future 2 (EBSF_2) project, lead by UITP and co-funded within the European research and innovation programme Horizon 2020, capitalizes on the results of the previous EBSF project (September 2008 - April 2013). As the former, EBSF_2 is aimed at developing a new generation of urban bus systems by means of new vehicle technologies and infrastructures in combination with operational best practices, and testing them in operating scenarios within several European bus networks. Pluservice, TTS Italia ordinary member, leader of the Ravenna demonstrator, Ravenna, tells about the project together with UITP on the magazine "eurotransport".

Project Automation wins tender for air quality monitoring
Project Automation SpA, TTS Italia ordinary member, in partnership with Orion Srl, has won the tender issued by the Lombardia region Agency for the environment protection for the three years maintenance of the quality air monitoring system. In addition, Project Automation ha salso won the tendere issued by the Lazio region Agency for the environment protection for the maintenance of the quality air monitoring system.

The CORE project on the magazine Maritime Logistics Professional
On the magazine Maritime Logistics Professional, Antonella di Fazio, Telespazio, tells about the project CORE (Consistently Optimized REsilient Secure Global Supply-Chains), started in 2014 and within which she coordinates the Italian demonstrator related to dangerous goods transport. CORE analyzes the use of EGNOS and Galileo for the intermodal transport of dangerous goods, assessing its ability to deliver optimum safety, security and supply chain efficiencies.

Workshop "From barrier to the free flow: technology and free flow systems for the detection of transit"
It was held on December 1, 2016, in Verona, the seminar "From the bar to the free flow: technology and free flow systems for the detection of transit", organized by A4Mobility and Kapsch, ordinary members of TTS Italia.
The seminar aimed to present new technologies and the detection systems of transit for the purposes of payment or access control due to multilane free flow.
The goal was to frame new systems both from the technological point of view and from a regulatory point of view with an excursus on the possible application in urban and suburban. TTS Italia was among the speakers of the day, represented by the Secretary General, Olga Landolfi who illustrated the actual national normative framework.

TTS Italia at the Gulf Traffic in Dubai
TTS Italia took part at the 2016 edition of the Gulf Traffic, held in Dubai from 13 to 15 November. The edition was dedicated to road infrastructure and technologies for the management of mobility, with a focus on systems for managing payment of parking and enforcement systems. The Gulf Traffic included both an exhibition area and a conference, bringing together speakers, exhibitors and visitors from all around the world.


TTS Italia at Seaport Innovation 2016 in Livorno
Represented by itsVice Presidente Diego Galletta, TTS Italia was among the speaker of the Seaport Innovation (SPIN) 2016, held in Livorno on 16 and 17 November. The first day was dedicated to the technology session to discuss if the sea port is a realistic playground eligible for large-scale filed trials and scientific validation of key enabling technologies. The secodn day focussed on industry to understand how to include the existing and enabling technologies in the industrial processes. The 17 November was also dedicated to ETSI Plugtests, organised for the first time in Italy. The tests involved more than 40 industries to check their compliance with telecommunication standards. Diego Galletta took part at the technology session, discussing the role of highways operators in the integrated transport.
