ITS IN THE SPOTLIGHT FOR THE ITALIAN MINISTRY OF TRANSPORT
 

 

 

The Italian Ministry of Infrastructure and Transport puts technologies and ITS at the center of the infrastructure revitalization of the country. In the past month the national strategic plan for the transport infrastructures based on a new approach and a new vision of technologies, considered as a tool to make infrastructures useful, streamlined and shared.

In particular, the document emphasizes the enhancement of existing assets, receiving in fact a concept that TTS Italia has been spreading for some time, namely that the technological up-grade of the infrastructure allows to increase capacity at greatly reduced costs compared with the planning and implementation of new structures.

A new approach
The strategic plan will be the basis, in the month, for both the "general Plan for Transports and Logistics" and for the "Multiannual planning document". The aim is to define an harmonized framework at technological level in Italy and also the legal instrument will change: the selected works will always be those strategic but chosen after analysis of demand and costs much more structured than in the past. Another element of innovation, will be the "project review": the opportunity to review the previous choices to reflect changing market conditions.

Four objectives
To improve accessibility to infrastructure, to improve the quality of life in urban centers, to support industrial policies and supply chain, to ensure sustainability and safety. These are the four goals the Ministry arises and within which it intends to program the choices of the coming years.
To improve accessibility to infrastructure means a 30% within 2030 of people able to access fast speed trains, while the major interconnection points - ports and airports - will have to be reached with a maximum of two hours travel from anywhere in the country.
To improve the quality of life in urban centers means improving the local public transport and the shared mobility exploiting all the opportunities coming from ITS and ICT. Within 2030 the transport modes should be divided as follows: 40% public transport; 10% cycling/walking; +20/ km of tramway/metro per inhabitant.
Also the to support to industrial policies and supply chain is strictly tied to technologies and to competitiveness in the transport and logistics sector. The industrial strategy of the country will be oriented to investments for the technological innovation, smart infrastructures and ITS.
Finally, to ensure sustainability and safety means choosing modes of transport and initiatives Oriented towards renewable and / or low-polluting energy, or promoting energy efficiency measures.

Four strategies
Useful infrastructure, streamlined and shared. Modal and intermodal integration. Enhancement of the existing infrastructures. Sustainable development. These are the four strategies identified by the document to achieve the objectives.

Infrastructures will have to include a better planning and evaluation. An increase of the rail transport for people and goods, interconnections between network and nodes, a higher competitiveness of ports and rails, the interoperability of informatics and technological systems for the logistics, the use of ITS for multimodal transport: these are the basis for the intermodality relaunch.

ITS will be crucial also for the enhancement of the existing infrastructures: Intelligent Transport Systems will be used to obtain in a short time and at low cost, capacity increases, speeding up of existing connections, and greater security on transport networks.

The digital transformation of infrastructures is tied to the "Smart Road" project, promoted by the Italian Ministry of Infrastructures and Transport, in a start-up phase so far, aimed at the definition of national standards for the mobility.

Finally, the sustainable urban development is linked to a great revival of the local public transport and technologies for the smart city. The document takes the city of Turin as a testing model in the field of smart mobility of both people and goods, and proposes a best practice exchange with other Italian metropolitan cities.

The products for telematics

Cost containment and compliance with legal obligations are difficult to achieve without the proper tools that make the fleet management faster and more efficient. VDO is convinced that the only possible solution to develop an innovative and profitable business, whether it be to manage a few or hundreds of vehicles, is applying telematics to transportation.

The application or the integration of telematics technologies in a transportation company can bring great benefits, such as better use of vehicles, reducing delays in deliveries, the automation of information processes, significant fuel saving and efficient planning of the routes.

Just think to the remote download of the tachograph data (it is no longer necessary to go on the truck!), the vehicle tracking in real time, communication with drivers via messaging, information about fuel consumption and other technical data of the vehicle (FMS data) and navigation for trucks.

Based on these concepts and using the experience gained in the field, VDO has developed some innovative solutions, integrating effectively telematics technology with its own digital tachograph, making all the information necessary to fulfill the obligations Law available in real time and making fleet management more efficient.

VDO Fleet is the group of VDO solutions that, in compliance with legal obligations, provides an optimized fleet management.

In combination with the DLD (remote download device), the data of the tachograph and driver cards can be sent from anywhere via GPRS directly to TIS-Web, the VDO web platform for archiving and evaluating tachograph data already used by more than 20,000 companies all over Europe.
In addition to remote download data, VDO offers a more advanced system of fleet management, which provides the fleet manager the data on fuel consumption, vehicle tracking and tracing, planning trips and routes, real-time performance monitoring of drivers, vehicles and semitrailers.

Viasat renews its Runtracker device

Viasat Runtracker is improving. Additional features (such as High Security, Fleet Apps, FMC softwate) to propose innovative solutions that allow to reduce fleet management costs, exploiting the full potential of telematics satellite.

Viasat has reached an important stage, the 'packaging' of vertical/tailor made modules for some particular and interesting Truck and Logistics segments.

Some products are available for customers operating in : environmental health services, Industrial machinery, Van, Pharma Products Transport and Delivery, Protection and Safety Goods. These solutions - in addition to providing location, fuel consumption, driving styles- offer a range of services with specific requirements related to different activities.

For example the Pharma Solution, in addition to the control and monitoring of the movements of the vehicles and temperature control, takes care missions defined by proposal conditions with the client in particular "time of delivery " to pharmacies, nursing homes, hospitals etc...

Viasat Fleet is studying a further module for certified traceability of the drugs, from producer to consumer.

Project SITRA-L3 Sardinia (Italy): Final test approved.

On May 10th and 11th 2016, the final test for the project SITRA-L3 took place. The project, started on February 2014, will move to the operational phase.

The project is composed of three sub-systems:

1) Sassari AVM
2) Nuoro AVM and AFCS
3) CMR (Centro Monitoraggio Regionale)

All systems are based on Swarco Mizar FLASH public transport solution. The Sassari system manages 104 vehicles, equipped with Swarco Mizar on-board unit RoadRunner Monitor and RoarRunner Box, whereas the Nuoro one operates with 34 vehicles, set up with AEP Ticketing Solution CDB6 and Swarco Mizar RoadRunner Box.

The CMR, set at Assessorato ai Trasporti of Sardinia Region premises, is a platform for the collection of data of Sassari and Nuoro systems.

SITRA-L3 is the first of the two projects of integrated AVM and Ticketing system done by the joint venture Swarco Mizar and AEP in Sardinia Region. The integration will be extended to the ARST fleet, within the project SIBEM-RAS-COM.

ANM: launched the mobile ticketing for the public transport
ANM, the Naples Agency for Mobility, TTS Italia ordinary member, has launched the new Mobile Ticketing for the public transport. It is the digital ticket for bus, tram, trolley bus, that users can buy via smartphone with or using the dedicated app. the cost of the ticket is deducted from the phone credit. The Mobile Ticketing service has been developed in collaboration with Netsize (a company of the Gemalto Group) and the telephone operators TIM, Vodafone Italia, Wind and 3 Italia. 650.000 users have already chosen the service so far and 11 million tickets have been sold.

CLEAN-ROADS project: in Trento the third workshop
It was held on the 26th of May, in Trento, the third workshop of the CLEAN-ROADS project (www.clean-roads.eu), financed by the LIFE+2011 programme, organised by Provincia Autonoma di Trento, IDM Südtirol / Alto Adige Bolzano and Famas System, TTS Italia ordinary member. The project has analysed at local level the salt impact on the environment when used on roads, guaranteeing a higher efficiency in the use of the salt and other products used in winter to keep roads clean. The project has used a Road Weather Information System (RWIS) able to collect real time information on roads conditions. The third workshop has been the occasion to present the results achieved by the project.

Kapsch secures new contract for Toowoomba Second Range Crossing in Queensland
Kapsc, TTS Italia ordinary member, announces that its subsidiary Kapsch TrafficCom Australia Pty Ltd has been contracted by the State of Queensland to deliver the Tolling Roadside System for the Toowoomba Second Range Crossing (TSRC) Project in Queensland, Australia. The contract comprises supply and operation for 10 years of the Roadside System for TSRC, and is valued at around 6 million EUR (9 million AUD).
For the TSRC Project Kapsch will deliver the State of Queensland the latest in cutting-edge tolling technology based on the company's single gantry multi-lane free-flow (MLFF) platform and next-generation vision technology for both Vehicle Detection and Classification (VDC) and Automatic Number Plate Recognition (ANPR), along with a comprehensive 10-year services agreement for its operation. "Australia is a growing and interesting market: Road authorities and state departments recognize the significance and possibilities of intelligent mobility and transportation solutions," explains André F. Laux, Chief Operating Officer at Kapsch TrafficCom. "With this contract we have secured our fifth multi-lane free-flow tolling project in Queensland, joining the AirportLink, Legacy Way, CLEM7 and Go Between Bridge."
The Toowoomba Second Range Crossing will be a bypass road to the north of Toowoomba, approximately 41 kilometres in length. The TSRC will connect the Warrego Highway from Helidon in the east, to Charlton (west of Toowoomba), and to the Gore Highway at Athol in the west. Design and construction of the TSRC is currently underway under a Public Private Partnership between the State of Queensland and a private sector consortium.

Project Automation wins tender for quality air monitoring
Project Automation, TTS Italia ordinary member, has won the tender issued by the Regional Agency for Environment and Energy of Emilia-Romagna for the supply of integrated services for the management and maintenance of the system for the quality air monitoring.

Rome is the first Italian City of the Connected Citizen Programme with the partnership between WAZE and Roma Servizi per la Mobilità
Waze, the free app for the navigation with 50 million user all over the world, will be able to use data from Roma Servizi per la Mobilità (RSM), TTS Italia ordinary member, to offer a better driving experienceto Rome citizens. As the first Italian partner of the Connected Citizen Programme, RSM will offer Waze the real time information on road works, incidents and closures. Therefore Waze will combine information from RSM and from drivers. The Connected Citizens programme is a free system for data and information sharing on mobility and counts for 65 partners all over the world.

SAVE THE DATE - The Italian ITS Market - 7 July 2016 - Rome
Following the ITS Decree and the ITS Action Plan from the Italian Ministry of Infrastructures and Transports, TTS Italia has carried out the update of its 2005 study on the ITS Italian market. The update mainly focused on the offer of ITS systems and services. The results of the study will be presented in Rome on the 7th of July under the patronage of the Italian Ministry of Economy.


SAVE THE DATE - Conference "ITS & PON Metro 2014-2020: opportunities and programmes in the metropolitan cities" - 21/22 September 2016 - Palermo
TTS Italia, in collaboration with the City of Palermo and Sicily Region is organising the Conference "ITS & PON Metro 2014-2020: opportunities and programmes in the metropolitan cities" to be held in Palermo on the 21st and 22nd of September. The event will involve all the Italian metropolitan cities and especially Palermo, Messina and Catania, together with the Agency in charge of the PON Metro management.
The conference will be the occasion to discuss the ITS programmes and plan in the Italian cities also considering the PON Metro 2014-2020 funds.
