Senator Borioli, You are the rapporteur of the enabling law for the reform of the Highway Code currently under discussion within the Public Works Committee of the Senate. What are the key points of the measure?
The main points are: the effort to simplify all the issues related to the constant adaptation of the devices that regulate road safety to the technological innovations; a special attention to road weak users, especially in the urban areas; to support alternative transport modes such as the use of the bicycle; a news classification of the fees on the base of the drive behavior, especially when they can cause irreversible damages to people; the efforts to keep updated, coordinated and integrated the data banks in order to easily identify the main drivers defaults such as insurance irregularity.

The text discusses telematics systems and instrumentation for the detection of infringements and for reading the data of the vehicles and drivers. What kind of impact do you expect on road safety?
A great impact. Realistically, also considering all the cut to the public finances, it is impossible to have a higher number of police men on the road to ensure a higher level of safety. In my opinion, the only way is to spread the “remote control” of roads and users. Drivers must know that the infringements detected by the remote control systems will result in sanctions. Of course, road operators have to pay a bigger attention in the notice, in the control and constant calibration of the technology used in order to avoid arbitrariness and abuse.

In your opinion, what are the most useful technologies to implement the reform?
I think that system to detect speed limit control can play an important role, even if a higher homogeneity of their characteristics would be useful to make them more recognizable from the user all over the country. I think the same about the detection of the red light violation, however also in this case the right calibration of the orange light is very important to use it as a real alert and not as a potential trap for the user. Also, it is important to make the variable message signs effective as well as to extend the “tutor” system to detect wrong driving behavior, and not only speed limit.

The reform is focussed on the urban areas, also including the public transport. Do you think technology would be helpful?
Technology is essential. On this point, i think it is necessary a greater harmonization among cities and Municipalities. For example: for the traffic light, the yellow light should come immediately after the green light so to offer more time to drivers so that traffic that comes in perpendicular definitely stops, even considering those who, transgressing, love speeding when the yellow turns into red. This is already happening in several European countries. And should progressively be introduced all over Italy.

You dealt with transport also as local administration. in your opinion, what are the priorities at the moment?
I think that the most urgent matters are: to make more flexible and less expensive both for users and public entities all the transport modes. Car sharing and car pooling are not so spread in Italy and it happens to confuse them. However, they could be a good alternative for those who can’t totally use the public transport in the way home-office and vice versa. Another problem is to link the peripheral areas in new less invasive and costly ways. It is also necessary a program to relaunch the rail transport that must link metro, tramways and local rail networks. Finally, the construction of big parking areas close to buses, tramways and trains is really needed.

Italy approved the ITS National Plan required by the European Commission. Now it needs to be implemented. Which could be the role of the Parliament?
The first thing to do is to include the ITS Plan within the priorities to qualify the national Plan for the ultra-wideband. More generally, the ITS Plan in the development of the digital agency. As known, on this front, Italy is in great distress, both for the lack of basic infrastructure, and for the low level of literacy, not only of individuals, but of the enterprises. Finally, there is an excess of fragmentation of the Italian enterprise system dealing with the public transport, for example. This is an obstacle to innovation, as well as having a negative impact on the economic and financial front. Therefore, the Parliament can: solicit the Government to have resources; review the normative on the public transport opening the market.

Who is Daniele Gaetano Borioli Born in Piemonte, history buff (with the publication of several volumes), Borioli started his career as Secretary of the municipality of Valenza. In the ranks of the Communist Party, in 1995 he was appointed Vice President of the Province of Alessandria. From 2005 to 2010 he was Transport Councillor at Regione Piemonte. Since 2013, he is Senator of the Republic, member of the Public Works Commission of the Senate.

  • What is the Kiunsys’ strongest point?
    What distinguish Kiunsys is the possession and the integration of all the necessary Hardware, Software and RFID technologies to provide a comprehensive, "turnkey" solution to the cities, the mobility management companies and concessionaries.
    Since the beginning, Kiunsys realized that there were unfulfilled cities needs (such as flexible access and transit regulations in/to the city, vehicle tracking, digital identification of vehicles, people and goods with innovative technologies) in a market where integration with other vendors is critical. So we developed innovative technologies that can be easily integrated with technologies and systems already in operation and / or complementary, making INES Cloud the core of a mobility ecosystem.

  • Kiunsys is experiencing a period of rapid growht. What are Kiunsys’ future business strategies?
    Kiunsys already helps more than 20 cities in renewing the management of mobility and parking by reducing costs, increasing revenues and citizen satisfaction. A result confirmed by the trust that is constantly renewed by our customers and by important national and international partnerships.
    After reaching a relevant customer base both from a numerical point of view and, above all, the city size, Kiunsys wants to consolidate its position in Italy and point to the international market, aiming to activate cooperation with those cities which presents interesting and challenging requirements within Smart Mobility, Smart Parking and city logistics areas.

  • What are the next national and international events, which will be attended by Kiunsys?
    We will be at Smart Mobility World 2015 in Monza, which is the main industry event in Italy. In addition, we will hold a speech at CHALLENGES FOR CONNECTED AND EMBEDDED AUTOMOTIVE SYSTEMS, organized by MOVET - Engines, Vehicles and Technology Association, an event on the future perspectives in the automotive area and connected cities.

Kiunsys’ offering includes 6 products. The main one is INES Cloud, the first platform for connected urban mobility, able to manage the access, transit and parking rules of vehicles, people and goods in the city and complementing the existing ITS silos systems (parking meters, LTZ systems, variable message signs, sensors, etc.), to realise the integration of multiple applications and services.

AN APP FOR ALL. ON HOLIDAYS ON YOUR RIGHT WAY
“InfoSmartCity” is the first totally free App which informs about any contentc on urban traffic, parking, shopping, public utility and people safety realtime. It has been developed and created by Ms. Mariarita Costanza, CTO of Macnil – Zucchetti group one of the investor at “Shark Tank”: Italian broadcast equivalent of Dragon’s Den in the US and Japan.

"One for all, all for one!". Nowadays, there are a number of innovative mobile applications for smart cities, which promise to improve quality of life for those living in the city through their smartphone. The management of urban mobility apps for tourism and events; the search of parking, concerning all the information of public utility, there is an app for any need. The result is that: in order to be perfect "smart citizens" you only need to download as many as 22 APP in Milan, 17 in Turin and 15 in Rome.

InfoSmartCity also received the award "Smart Communities" at Smau Exhibition in Milan 2014 and the appreciation OpenGeoData 2014 "for having developed the best Free app available on AppStore, which manages geographic data and alphanumeric open, both dynamic and static, as well as geo-referenced data processed in real-time, useful for making cities more intelligent and more livable".

Automobile Club d’Italia presents the ITS Observatory
Do you know how much CO2 saving can be achieved with a specific type of intelligent transport system (ITS)? Do you know who are the suppliers of the most effective ITS solutions? Do you know which are the latest trends in ITS, and where you can see them deployed? Do the decision-makers in your town/country know which ITS systems and services they should invest in to improve the lives of their citizens? If you answered “no” to at least one of these questions, then the European ITS Observatory is probably what you have been looking for.

Even though intelligent mobility technologies have been around for more than 20 years, there is not yet sufficient evidence of their effectiveness and benefits. There is still uncertainty that they can effectively meet citizens’ needs. As a result, many deployment projects “reinvent the ITS wheel” instead of re-using proven solutions. The ITS Observatory project aims to bridge this knowledge deficit through its innovative software tools for gathering, processing and delivering insights for ITS stakeholders.

The ITS Observatory will alleviate gaps and fragmentation in the European ITS landscape. It is designed to provide decision-makers and related stakeholders with access to reliable and comprehensive information on outcomes (benefits and impacts) of existing and ongoing ITS deployment. It will also support the development of fact-based policy objectives and strategies.
The main objectives are the following:
1. To bridge knowledge fragmentation across Europe by creating a common EU-wide database for ITS
2. To support ITS deployment by creating an intelligent software platform, comparing results of research, pilots, deployment projects
3. To create a user-friendly decision support tool for fact-based policy making

The ITS Observatory will be a one-stop resource on ITS in Europe. The Observatory software will be designed around user stories from people who can tell about the lessons learned, benefits achieved and – yes – what went wrong or didn’t meet expectations in real-life ITS implementations.

The Automobile Club d’Italia is strongly engaged in the ITS Observatory, a 2-year Support Action within the frame of “Horizon 2020”. This engagement is in line with ACI’s statutory tasks to study motoring-related issues, advance proposals and give advice to promote and develop motoring, to monitor mobility sectors and spread a culture of sustainable, green and safe mobility. The project will also provide an opportunity to cooperate with the relevant authorities in developing and organising the mobility of people and goods as well as improving the road network and road assistance services.

All public administrations, private companies, researchers…all those interested in helping to solve mobility problems through ITS are more than welcome to let us know what kind of information or assessment results they would like to find in the Observatory. Bombardier-Alstom-Indra Consortium Wins High-Speed Rail Control Contract in Spain
A consortium between Bombardier, Alstom and Indra, TTS Italia ordinary member, has won the contract to supply signalling systems and maintenance services for the new high-speed section of the Madrid-Lisbon railway corridor in Spain’s Extremadura region. The project, awarded by Spain’s Administrator of Railway Infrastructure (ADIF) has a total value of approximately 164 million euro ($185 million US). Bombardier’s share is valued at approximately 77 million euro ($86 million US); Alstom’s share is valued at approximately 62 million euro ($70 million US), and Indra’s share is approximately 25 million euro ($28 million US) 1. The Bombardier-led consortium will deliver the design, procurement, installation, testing and commissioning of the signalling and communication systems. This includes installing a European Rail Traffic Management System (ERTMS) Level 2 on the 164 km Plasencia-Cáceres and Cáceres-Badajoz sections of the line. The project also includes a 20 year maintenance regime to commence at the end of phase one of the signalling system delivery. Bombardier will implement its proven, radio-based BOMBARDIER INTERFLO 450 ERTMS Level 2 solution for the entire line. Alstom is responsible for the electronic interlocking system and will supply the reliable and proven Smartlock 300 solution, and Indra will implement the Spanish automatic train protection (ASFA) system. Indra has developed its own high-end technology for the railway sector, and has completed major international projects. The DaVinci system, developed in collaboration with Adif, has become the most advanced rail traffic management platform in the world. Indra is also committed to continued investment in innovation, as shown by the development of the innovative technological platform for rail security, InVITALRAIL. The system features cutting-edge hardware, combined with on-track and on-board systems compliant with Spain's digital ASFA and Europe's level 2 ERTMS standards.

Indra wins contract worth €11 Million in Algeria to install its technology in the Bouïra Tunnel
COSIDER TP, the Algerian state construction company, again turned to Indra, TTS Italia ordinary member, as its technology partner to install its integrated management solution and intelligent traffic systems for the tunnel. Both companies won the contract to equip the main section on this highway that crosses the country from the border with Tunisia to the border with Morocco, where Indra is already installing its intelligent traffic and toll systems.
The new project aims to adapt the tunnel's systems to Eurocode - the European quality and security standard - so as to improve usage and security conditions for users, and make the Bouïra tunnel the most advanced in the country and a benchmark for building or modernizing other tunnels.
Indra will equip the control center with its Horus intelligent traffic and tunnel management solution, integrating and enabling centralized control of the tunnel's different intelligent transportation systems (ITS). Indra will also install these ITS, such as automatic incident detection and video surveillance systems using closed circuit television, signaling systems, fire detection, communication, lighting control, ventilation and SOS posts.
Thanks to this technology the Bouïra Tunnel operators will be able to monitor the status of the road at all times, and have access to real-time information for decision-making purposes. The high level of automation of operations will help for quick and accurate management of everything that happens in the tunnels, both for daily control as well as during emergency situations. For example, the video surveillance system with automatic incident detection using artificial vision will notify operators when an object falls onto the road, whether there is smoke in the tunnel, whether a vehicle is traveling in the wrong direction or any other event that could endanger safety or traffic. In this sense, it will help immediate response, taking measures such as allowing vehicles to travel two ways on a single carriageway when necessary (one direction in each lane), without interrupting traffic circulation.
Indra's solution will also make it possible to offer real-time information to drivers, and optimal safety and service quality, which will help reduce the risk of incidents and optimize the use of resources in those situations.
This is a pioneering project in Algeria, positioning Indra as a leading service provider in the country's transport and traffic sector. This gives the multinational a prime standing leading up to major projects planned by the Algerian government, such as improving urban mobility management in cities including Algiers, and plans to reduce road accidents by implementing systems and equipment designed to control drivers' speed.
Indra has a branch office in Algiers and is currently engaged in several projects in Algeria in the fields of airports, air traffic control, public administrations, defense and industry, among others.
Indra's tunnel control technology is one of the most advanced worldwide, with state-of-the-art designs that meet the international strictest safety standards. In fact, the tunnels equipped with Indra's control systems have received the best ratings in all the EuroTAP tests carried out since 2004.
Indra is currently implementing this technology to control the 12 road tunnels in the city of London and for the Bogotá-Villavicencio highway in Colombia. Highlights of already completed projects in this field include the tunnels of the Necaxa-Tihuatlán highway in México; the Zaouait Ait Mellal tunnel in Morocco; the tunnels connecting the city of Dublin with its port, in Ireland; the Sozina tunnel in Montenegro; the tunnels joining the cities of Chongqing and Changshou in China, or the Zapata and Lo Prado tunnels connecting the cities of Santiago and Valparaíso in Chile.

Kapsch will manage the toll upgrade in Chile
Chile is planning a major upgrade of the tolling infrastructure on its section of the famous Pan-American Highway, which runs virtually uninterrupted from Alaska to the southern tip of South America. The Austrian company Kapsch, TTS Italia ordinary member, has secured five new contracts in Chile through a subsidiary, and will conduct a technology upgrade of the existing tolling system on 560 miles (900km) of Chile’s Highway 5 (Ruta 5), which is the county’s section of the Pan-American Highway.
The contracts’ combined value amounts to more than €9m (US$10m), and includes maintenance of the new system for five years. The new contracts further strengthen Kapsch’s position in Chile as the country’s leading supplier in the electronic tolling business. Earlier this year, the company secured two additional contracts: the expansion of the urban part of the Pan-American Highway, which passes through the county’s capital, Santiago, with three new toll gantries; and the delivery of 400,000 onboard units (OBUs) for toll collection. The latest contract includes the upgrade of 320 lanes and 90 toll plazas in Ruta del Maipo, Ruta del Maule, Ruta del Bosque, Ruta de la Araucanía and Ruta de los Ríos. The customer also has options to contract a back office system and a MLFF (multi-lane free-flow) gantry, or a more than 30 lane additional toll plaza, in Plaza Angostura, adjacent to the city of Santiago. The concessions are all together, in a track length from Santiago to the city of Osorno, in southern Chile on Ruta 5 Sur.
Kapsch will manage its portion of the project from its local office in Santiago, and provide local maintenance through a team of 25 people established in the region. The Chilean infrastructure program, which began in the early 1990s, has been implemented in the form of public-private partnerships (P3s). The Santiago region benefits from infrastructure measures conducted by the Chilean government, which are financed by toll revenues. Route 5 is the backbone of the country’s economy, and the contract will provide services to almost the total length of the privately operated Route 5 towards the south.

National Conference of the TIDE project – 21 September 2015 – Rome
On the September 21, took place in Rome the National Conference of the European project TIDE (Transport Innovation Deployment Transport), an event that was attended by the three Italian cities project leader: Milan, Bologna and Rome, represented by Roma Servizi Mobilità, TTS Italy ordinary member. The event was an opportunity to present: the 'App' Degustibus developed in Bologna; innovative concepts of pricing in the area C of Milan; and the use of Open Data in Rome for better information to users. In addition, the city of Orbetello recounted its experience in the TIDE project. Finally, there was a guided tour of the center of the mobility of the city of Rome.
The mission of the TIDE project is to enhance the broad transfer and take-up of 15 innovative urban transport and mobility measures throughout Europe and to make a visible contribution to establish them as mainstream measures.

Project Automation: tenders won in Gela, Milan and Rome
Project Automation, TTS Italia ordinary member, has recently won several tenders.
In Gela, it won a tender for providing a system for air quality monitoring. Each monitoring station is composed by a local device to collect data and all the information are sent to an elaboration centre integrated with a system for the forecast modeling of atmospheric dispersion to allow operators a thorough analysis of the current situation and its evolution over time.
Also, Project Automation has won the tender for the limited traffic zones control in Milan.
Finally, Project Automation has won the tender issued by Atac for the maintenance of the radio control system of the tram network of Rome, including routine maintenance and technology updates for a period of three years.

Selex ES wins tender in Italy and in Great Britain
Selex ES, TTS Italia ordinary member, has been awarded a contract for the supply and support of an automatic number plate recognition which will be used by all police forces in the UK. A series of successive contracts will guarantee the service for the next six years. The system, developed by the Finmeccanica company that operates in the field of electronics for defense and security, will make use of the cameras already in service, integrated with optical character recognition algorithms that can read the license plates of vehicles in rapid movement in all lighting conditions and weather. Once reported a vehicle, the police are notified immediately. The new system will replace the existing platforms and for the first time provide a unique service nationwide to all police forces in the United Kingdom, supporting the contrast of criminal and terrorist activities and reducing at the same time, the cost of operations. The heart of the system is the software and the database of the Enterprise Operating Centre (EOC) of Selex ES, already operating in Italy, where it is used daily by 3,000 police men, as well as in several other European countries and the United States, where the solution is used in all states, as well as by the Police Department of New York. Thanks to the new service it will be possible to acquire about 50 million license plates records per day in the UK, providing a polling capability to thousands of agents.
Selex ES will also provide a platform to collect and store data in order to allow further analysis.
In addition, Selex ES has won the tender issued by the Municipality of Messina to realize a system for goods distribution within the SIDUMME project (urban system of distribution of goods in the metropolitan area of Messina) and to carry out all the related support activities, (communication, management and tutoring).

Sustainable mobility in Rome with Citytech-BUStech
It was held in Rome, 17-18 September, the new edition of Cytech-Bustech, focussed on sustainable mobility. The event have been organised with the support of Atac, TTS Italia founding member; Roma Servizi Mobilità, TTS Italia ordinary member; and TTS Italia. The challenge that our society is facing in the twenty-first century is that of having to manage an increasing number of people and goods moving in a shrinking space, with an infrastructural situation that no longer corresponds to changing social needs. The constant and increasing urbanization is transforming our cities: in 2050 it is estimated that 7 billion people will be living within city contexts. At the same time, the tech boom is pushing for the creation of an increasingly interconnected and interoperable mobility and above all “on demand”. Therefore, the event aimed at answering to the following needs: Responding to the new needs, by meeting the mutant transport needs of people and goods, in an effective, efficient, safe and sustainable way; Saving time and improving the quality of life, by maximizing the use and the development of economic, human and environmental resources; Favoring an approach that strategically enables the meeting of supply and demand, respects for the needs of the citizen and produces a multi-year development plan and the implementation of the agreed policies; Developing an holistic approach, that places the same importance to the sustainability, to the needs of people and the environment that surrounds them.

Transport in Rome: the “Evasion Zero” project by Atac
To reduce the phenomenon of tariff evasion the campaign, Atac, TTS Italia founding member, has launched the initiative "Evasion Zero". Each week, 300 operators of the company will control different sector of the city and different activities: parking meters area, metro stations and bus stops. In addition, on board the public buses, an assistant will be introduced to support passengers with information on routes and tickets.

VVA wins European Commision tender for studying the broadband
Valdani Vicari Associati, TTS Italia ordinary member, has won the tender issued by the European Commission, Directorate-General for Communications Networks, Content and technologies for the study on the economic and social repurposing of the 700 MHz band to wireless broadband services in the European Union - SMART 2015/0010.

The Sardinia Region enters the Platform of the Local Authorities
In 2015, the Platform for Local Authorities, launched by TTS Italia in February 2014, keeps on growing with a new important subscription: the Sardinia Region. In anticipation of the implementation of the National ITS strategy by the Ministry of Infrastructure and Transport, TTS Italia proposes the establishment of a Platform for Local Authorities (Regions, Provinces and Municipalities), which aims primarily to create a table of comparison between the world of the offer, a strong presence in the Association, and the demand side. The Platform will offer Local Authorities support and training services useful for the local implementation of ITS. The main aim of the Platform is to raise the awareness of local authorities on the tangible benefits that ITS can bring through measures of knowledge and information for decision-makers and technicians, operational support and training.


TTS Italia at the National conference fo TIDE project – 21 September 2015 – Rome
TTS Italia took part at the national conference of the European project TIDE (Transport Innovation Deployment Transport), held in Rome on the 21st of September. The event reunited the three Italian cities leader of the project: Rome, Milan and Bologna. TTS Italia, represented by the Secretary General, Olga Landolfi, illustrated the ITS Directive and the RTTI regulation. The mission of the TIDE project is to enhance the broad transfer and take-up of 15 innovative urban transport and mobility measures throughout Europe and to make a visible contribution to establish them as mainstream measures.

TTS Italia at the SIDT National Conference– 14/15 Septembre 2015 – Turin
It was held in Turin, on the 14 and 15 Septembre, theNational Conference from SIDT, the Italian Society of Transport Professors, on “Transport Systems: Methodologies and Technologies”. Among the speakers of the days, there were many of TTS Italia members: University of Rome, University Mediterranea, University of Genova, University of Naples, University of Salerno. The President of TTS Italia, Rossella Panero, also took part in the event as Chairman of the session “ITS modelling and applications, including safety issues”. The event discussed the following issues: ITS models and applications; security; mobility and energy models; electrical vehicles; rail transport for goods.
