Review of the EU Directive on ITS, support for local authorities, LTZ, logistics and MaaS4Italy, this is how the President of TTS Italia, Rossella Panero identifies the key areas of activity for 2022

What will 2022 be like for TTS Italia? Knowing the association, certainly busy. The agenda is full of commitments, the usual ones of communication aimed at members, from the site to the newsletters, and those dictated by current events, by what is happening in Brussels, Rome and in the territories, in the legislation and in the Next Generation EU declined in the National Recovery and Resilience Plan. So, what are the issues on which TTS Italia will focus? In this interview the President, Rossella Panero, highlights the priorities, the most important of which is at the same time the most recent, decided in January of this year.



The new year brings with it the revision of the EU Directive 40/2010 on ITS, Intelligent Transport Systems - explains the President -, which is the reference standard for our sector and the basis of a large part of our business in this decade. This was decided by the rotating Presidency of France on input from the European Commission: the draft text brought to the discussion of the member countries was published on 14 December and must be reviewed and approved by June, when the French leadership will end. The ITS division of the Ministry of Sustainable Infrastructures and Mobility has requested the comment of TTS Italia as an integral part of the document to be sent to Brussels. We will open the discussion with our members to collect their opinions and we already have a webinar scheduled for March 3rd.

Was this upgrading necessary? What will the impact be on the sector?
Since this Directive is the progenitor of ITS regulation, its revision will influence and spread to all other standards, starting from the Italian transposition decree of the ITS of 1 March 2013 up to the ITS National Plan of 2014. The upgrading was due, it had been talked about for some time because it had become obsolete: technology has a fast life cycle, I am thinking of 5G and autonomous driving and 12 years is a long time. It was a need felt by our stakeholders, both by device and solution providers and by institutions. The awareness of the European Commission also arises from deeper reasons, however, from the two macro-objectives of the Next Generation EU: digitization, climate change and environmental sustainability. The world of transport, by its nature, plays a key role in both transitions, digital and environmental, from which the development of technology will also arise.

If in the first part of the year the Directive will occupy many of the energies of TTS Italia, several other thematic areas are included in the 2022 agenda, starting with the strengthening of the Local Authorities Platform. How?
We want to involve other municipal administrations and other Regions, in addition to those that have already joined. In particular, small and medium-sized entities active in the adoption and implementation of Smart Mobility systems: we are ready to inform, involve and support them. We want to avoid that they are not able to seize all the project opportunities offered by the PNRR (National recovery and resilience plan), the PON (National Operational Programme) and funds for metropolitan areas. Opportunities that, in addition to having a positive impact on the mobility of citizens and on the territory, generate services and offer business opportunities to companies. Smaller municipalities often suffer from staff shortages, inadequate or obsolete professional skills, poor training of young people, also because the more mature generations sometimes fail to transfer the skills they have acquired.

We come to the new Working Groups that TTS Italia intends to set up this year, in addition to the existing one on the enforcement of equipment calibrations that ascertain the exceeding of speed limits.
The revision of the ITS Directive will reverberate on the environment, will have a green impact on which we will open a reflection, analyzing the national and international best practices. In view of the publication of the implementing decree which will repeal Presidential Decree 250/99 which regulates the control systems of the LTZ, we will set up an ad hoc Working Group. The current rules are too rigid, they force local authorities in a straitjacket that is no longer adequate for today's needs, I am thinking in particular of the fixed perimeter, sanctions, payments. Municipalities need greater flexibility, the ability to adopt solutions tailored to the territory and to grasp technological innovations as truly practicable solutions. We want to make our contribution to the new decree.

The recent Protocol signed with Federdistribuzione and Freight Leaders Council opens a new, important line of intervention on logistics to TTS Italia. What will it produce in 2022?
The Working Group that we will set up will be committed to improving the efficiency of the logistic distribution chain and will investigate aspects of digitization such as blockchain, tracking, interoperability of platforms. The goal is to optimize the logistics chain that is the basis of large-scale distribution, also including the issue of managing lorry fleets and their digitization. We need to increase the driving hours by avoiding queues and delays in the aprons. A work, this on logistics, which will inevitably cross the General Transport and Logistics Plan, to which it can contribute: Minister Enrico Giovannini set up a special Commission at the end of January, coordinated by Salvatore Rossi, who was charged with drawing up the programmatic document for identifying priority infrastructures and mobility systems for the sustainable development of the country, which will be delivered within six months of taking office.

And what about MaaS?
We will also remain active on Mobility as a Service: the Working Group that has been standing for some time will continue to provide, as it has done so far, input to the partnership table promoted by the Ministry of Digital Transition and MIMS for the development and implementation of the Maas4Italy project. This is our work plan, naturally ready to commit ourselves to any new projects that may arise during the year.

Who is Rossella Panero. Rossella Panero, graduated in Physics at the University of Turin, began her professional experience in the automotive sector dealing with innovation in the first research projects dedicated to telematic technologies applied to transport (later Intelligent Transport Systems - ITS). In 2001 she began her experience in the world of public subsidiaries, first as R&D Manager at 5T, first investee in Italy dedicated to the development and management of ITS for Local Authorities, and then as Chief Information Officer for the Torinese Trasporti Group (GTT). Since 2010 she has taken on the role of director of 5T Srl, consolidating the managerial and administrative skills. In 2011 she was chosen, due to her experience and expertise, as President of TTS Italia.

Marco Moretti, Managing Director of Conduent Business Solutions Italia S.p.A.

Because this is a payment system increasingly used by local public transport companies, what do you think is the EMV role in introducing Account Based Ticketing?
We believe that designing a new mobility can be achieved by putting users at the centre. Local public transport operators have to offer users an integration that is going to be completely digital. The first step is the full digitalization of the travel document and its simultaneous payment through EMV solutions, based on the notion of payment through credit or debit card. The EMV system thus enables the complete digitalization of the travel document, of the payment and of additional management processes, making a fully- fledged “Account Based” system, in which the passenger uses a tool like a credit/debit card, or a mobile device with a registered credit/debit card on it, to allow the identification of the traveller in a safe and efficient way: the value “curtailment” used in the transaction takes place in the Cloud and not in the device.
Account Based Ticketing ensures the possibility of implementing “Customer Relationship Management” (CRM) solutions for multiple services management, not exclusively public transportation-based.

Can you define Conduent role relative to the new mobility paradigms, thus regarding MaaS?

Mobility as a Service (MaaS) solutions are the foundation of the challenge we will all have to face for the current mobility evolution, that is going to get increasingly integrated and digital: different social behaviours that are going to overlap, new business processes, an innovative mobility management and partly even technological paradigm changes. There is no unique recipe to the present day, but what we’ve been working on is the definition of a platform “in Cloud” with “Open” technologies that permit a fully digital interaction in the “door to door” and intermodal offer. All of this regarded in an Account Based perspective and with payment methods that are capable to include both the “all you can eat” model and the “pay as you go” model.
But this is not enough because, to reach the final model, every local public transportation operator needs to experiment with new concepts and new technologies. In this respect, we are capable of providing vertical solutions, though integrated in an overall picture, that lets them trade digital mobility services in a limited time.
Furthermore, we believe that there will be a growing need for a full integration of MaaS systems and CRM platforms and with this aim we have started making the first integrations with some CRM platforms, to let our customers, transport companies, nurture their passengers during the whole mobility experience.

Road tunnels: the importance of detecting the vehicle’s safety distance and speed

According to the Italian report concerning the progress in implementing the Trans-European network road tunnels issued by the Italian Minister of Infrastructure and Transport, following data must be pointed out:
• 406 are the open tunnels along the Italian Trans- European Road network (TERN).
• The tunnels of the TERN network longer than 500 m. should had complied with the minimum safety levels by 30.4.2019.
• According to the Permanent Commission data only 18% of the tunnels are compliant.
Therefore, the infringement proceedings have been opened and the minimum safety levels of the Italian tunnels must be reached within 2025-2027.
The above said implementations refer to:
1) Prevent fires
2) Prevent accidents
So, what are the consequences of the “non-compliance”?

The Commission may suspend or limit the operation in a tunnel if the safety requirements are not met. These "non-compliance" measures would have very serious impact on the national transport system.
Therefore, it is essential to meet the requirements and to keep the tunnels open, otherwise it is necessary to apply limitation measures.
There are several temporary limitation measures, but here we will analyze only the ones related to the safety distance and speed.
It will be mandatory to keep the minimum safety distance between the vehicles that shall be not less than 100 m. (in Italy) and must be supplied with dedicated systems characterized by an already proven effectiveness.

CIRCLE: on a mission in Egypt consolidate the results of the pilot of International Fast & Secure Trade Lane between the ports of Genoa and Alexandria

The main goal of the collective was the kickoff of phase 2 of the project for a further digitalization with direct involvement of Italian and Egyptian Customs Agencies. “We are committed to achieving full harmonisation of document flow between all port and logistic players involved in the Corridor between Genoa and Alexandria providing “federative” services developed by Circle Group within’ the European project and the pilot” said Luca Abatello, President & CEO at Circle. Fincantieri, AlmavivA e Leonardo: together for the security of Italy's critical infrastructure
Fincantieri, through its subsidiary NexTech, Almaviva, TTS Italia ordinary member, and Leonardo have signed a collaboration agreement to offer integrated and innovative digital solutions, applied to static and dynamic monitoring, and to the security of Italy’s critical transport infrastructure.
The agreement will focus on the Structural Health Monitoring and Road Asset Management of road mobility support structures, with the application of static and dynamic control systems of structures and installations, and on Smart Roads, which allow communication and interconnection between vehicles, i.e. the development of solutions and services aimed at increasing road safety through assisted driving and, ultimately, autonomous driving.
The products of the partnership, aimed at all stakeholders in the road and motorway sector, including infrastructure managers and authorities, as well as the public bodies responsible for planning and monitoring, intend to supply the “country system” a real and concrete execution capacity for the modernization of mobility networks.
The parties will define a joint business strategy and will cooperate to promote and increase the Made in Italy brand in a highly competitive context currently dominated by foreign players.
For Leonardo the agreement is integrated with the one singed in July 2021 to join the business network known as “Mille Infrastrutture”, made up of Italian companies and authorities of the sector characterized by high and specialized competence.
The understanding, which extends the scope of activity of the one signed between Almaviva and Fincantieri in 2021, may be the subject of subsequent specific agreements that the parties will define in compliance with the applicable legislation, including that relating to transactions between related parties.

Geotab: in Italy deliveries on the rise for 9 out of 10 companies, to be optimized thanks to telematics
Geotab - global leader in the field of IoT and connected vehicles, and TTS Italia ordinary member, presents the results of a research conducted on the companies operating in the e-commerce and logistics sector in Italy, from which it emerges that in Italy 9 companies out of 10 (93%) reported an increase in deliveries during the pandemic, with growth levels reaching 60%. The survey highlighted the increasing importance of the last mile, showing that telematics can be essential for improving fleet performance and responding to new consumer needs. The spread of COVID-19, in fact, has led to the development of consumer habits in the name of digitization and new technologies, including the increasingly frequent use of e-commerce: however, if one click is enough to buy online, the chain that enables the home delivery process is much more complex. With end users increasingly demanding in terms of quality and customization of the service, companies must face important logistical challenges in order to respond on the one hand to the increase in delivery volumes, on the other to the demand for widespread distribution throughout the territory. Despite the complexities, however, this is an unmissable opportunity for growth, as confirmed by the trend that has established itself in Italy in the last two years. Almost all respondents (95%) agree that the increase in e-commerce following the spread of COVID-19 has had a general positive impact for their company: in particular, almost 6 out of 10 (57% ) estimate that they have achieved an increase in deliveries between 20% and 40%, while more than a third (35%) even attest to it between 40% and 60%. Then looking at the national scenario as a whole, 1 company out of 3 (34%) believes that e-commerce is destined to continue to grow indiscriminately in all product categories, but there are also those who expect that it will be the sectors of clothing (38%) and food (23%) to drive performance in the immediate future. It is these last categories that are perceived as the most profitable (40% food and 36% clothing), also thanks to the high number of services and apps for delivery or online sales, followed by consumer electronics (28 %) and personal care products (11%). Although 4 out of 10 companies indicate variations in sales volumes as the main consequence of new consumption habits, the effects in terms of different timing and distribution of orders (18%) and, ultimately, of turnover should not be underestimated. (15%). The new dynamics are reflected above all on the logistical organization, not only because it has become necessary to reach more distant destinations (as reported by 21% of the interviewees), but above all because deliveries are gradually proving to be more fragmented and distributed throughout the territory (70 %). Furthermore, consumers are proving to be increasingly demanding, so much so that specific requests in terms of schedules, punctuality or delivery to the floor are increasingly common. The evolution of the demand from end users requires a renewal in the approach to managing the last mile, to be carried out under the banner of Digital Transformation. In fact, increasingly stringent standards can only be met thanks to state-of-the-art delivery systems, capable of exploiting modern technologies to achieve maximum efficiency. However, it is a process based on a progressive awareness on the part of companies: in fact, if the digitization of processes and the acceleration of timing have now become priorities respectively for 58% and 43% of the interviewees, the degree of implementation of specific solutions, including telematics, can still improve. 82% of the sample recognizes that fleet management software is useful for increasing the efficiency of the last mile delivery, exploiting data analytics and machine learning technologies especially with regard to time optimization (22%) and of journeys (13%), as well as the possibility of keeping the fleet under control (18%).
Despite this, in Italy only 2 out of 3 companies (66%) have a telematics solution for fleet management. If the general ability to improve fleet performance is appreciated, more specifically, concrete advantages have been found in terms of locating vehicles on the territory for anti-theft (43%), logistical-operational purposes (29%) and for the efficiency of delivery routes (31%). The potential offered by features such as vehicle health monitoring (appreciated by 19% of respondents), driver assistance in the event of an accident (14%) and driving style monitoring (13) still remains to be fully explored. %).
In particular, with a view to the last mile, having tracking systems available is fundamental in all its aspects: from live vehicle tracking to the possibility of interacting directly with the driver (both requested by 91% of the interviewees), up to services. digital signature (89%) and push notifications on delivery status (84%).

Geotab joins the SRTI road safety initiative: data analysis to reduce road accidents

Data for Road Safety has created the Safety Related Traffic Information (SRTI) ecosystem, which provides traffic information in the safety field to raise awareness among drivers about dangerous driving conditions. Thanks to an open and transparent system, information can be shared and exploited by those who are part of the ecosystem, such as vehicle manufacturers, service providers and road authorities.
Data for Road Safety members believe that, regardless of the car brand or navigation application used, road safety information can help public and private individuals make more informed decisions, potentially saving many lives.

Leasys chooses Targa Telematics to innovate its corporate car sharing solution
It's called I-Share, the corporate car sharing solution launched by Leasys with the support and technology of Targa Telematics, TTS Italia founding member.
The Italian tech company, specialized in the development of cutting-edge solutions in the field of telematics, smart mobility and IoT platforms, has in fact made its consolidated experience available to Leasys by providing the necessary technologies to create a completely customized digital solution, which allows optimize the management and monitoring of shared vehicles for customer fleets.
In particular, the I - Share service is equipped with the latest generation Targa Telematics key less technologies, a user friendly mobile app dedicated to drivers and a new site available to fleet managers, so that they can more easily manage the fleet of vehicles in sharing.
One of the novelties of the service offered by Leasys to its customers is the simplification of the administrative management of the fleet, which thanks to the "key less" technology allows drivers to book, collect and return the vehicle in complete autonomy directly from the application. The work of the fleet managers is also facilitated through the functions of the dashboard present on the dedicated website, through which it is possible to configure the shared fleet and the users of the drivers, as well as to monitor the status of the vehicles.

MaaS: the single smart ticket integrated in Venice and Verona
MaaS (Mobility as a Service) arrives in Venice and Verona, TTS Italia ordinary member. In fact, the new integrated single ticket, completely smart, with a duration of 24 hours, to use - freely and without further complications - the public transport service in Venice, Mestre and Verona was presented. using both public transport buses, water buses, and regional transport trains along the railway axis that connects the lagoon to the city of Verona. And also with the possibility of using bike sharing, even beyond 24 hours.
For now, a six-month experimentation is planned, which will serve more than anything else to verify the optimal functioning of the new service and to fine-tune the various elements of a complex architecture that has seen the participation of the various stakeholders involved, with a pre-eminent role of AVM (the Venice transport company) which has made its accounting structures available above all to initiate the start-up phase. The intention is to extend the project beyond the Verona and Venice area.
The integrated single ticket will allow an average saving ranging from 20 to 36% in the integrated use of the various means of transport compared to the sum of the individual costs that the customer would have to incur by purchasing the individual tickets at the various counters, without counting the convenience and waste of time.
OpenMove, TTS Italia ordinary member, is also involved in the project as a technical supplier.

Mobility: the 2021 Report on public and private transport by RSM has been published
The 2021 Mobility Report has been published, created for the third consecutive year by Roma Servizi per la Mobilità, TTS Italia ordinary member.
Once again, the studio photographs the city picture of public and private transport with objective parameters. Starting with the demographic analysis up to the study on the different way of using the means of travel in relation to the evolution of the pandemic, as reported in the seasonal surveys carried out by RSM during 2021.
The population tends to age compared to 2019 a little in all Municipalities. In the city, the old-age index is 33 points higher than that of the metropolitan belt. On the Mobility side, 1.75 million cars and about 387,000 motorcycles are registered in Rome. Among the 8 major Italian municipalities, Rome ranks first in the ranking of the motorization rate, with 629 cars per 1000 inhabitants, and in third last place for motorcycles (139 per 1000 inhabitants). The vehicle fleet is gradually renewed: Euro 6 cars represent 28.6%. 20,000 electric cars are registered on the RSM website with a significant surge in the last year.
The overall offer of public transport reaches 300 thousand seats for 362 service lines and 8,400 km of development. The average age of vehicles has decreased from 10.1 years in 2019 to 9.1 in 2020. 29.2% are electric, methane or hybrid.
The extension of the underground network (lines A, B / B1 and C) is approximately 60km.
In terms of cycle paths, between 2018 and 2021 75 km of new routes were built, adding to the 242 already existing in 2016, bringing the total to 317 km.
Rome has a car sharing service with 2370 vehicles (26% electric traction). In the city there are 4 operators, 3 private, (Roma Servizi per la Mobilità, which manages the service on behalf of Roma Capitale, has a fleet of 181 units with 156 stations spread over 13 Municipalities). In the city there are also other forms of sharing mobility: bikes, scooters and scooters managed by 11 operators with about 950 thousand members and a fleet of just over 22,700 vehicles (of which 14 thousand scooters).

Moova Academy - The Almaviva training program for sustainable mobility is born
Almaviva, TTS Italia ordinary member, launches Moova Academy_ A Talent Revolution, a training program aimed at young graduates and undergraduates who are passionate about transport. Students of engineering, computer science but also economics, physics, mathematics and other scientific disciplines will have the opportunity to enter a large company and to develop skills and learn technological innovation trends applied to the integrated mobility sector and to current topics such as cities of the future, green transport and the security of terminal hubs. The first edition of the program starts at the end of March 2022 with the inclusion of the first class of talents hired by the company with an apprenticeship contract.
The entire program is characterized by continuous learning which, for the first year, includes 60 days of training. After the month dedicated to the insertion in the company and the acquisition of basic skills, the path proceeds with one day a week for training in peer to peer mode and through the use of courses on the most popular on-demand training platforms, always with the support of the Peer Education Team. Another important learning tool is e-learning dedicated to MOOVA, the integrated platform created by Almaviva for the management of the mobility of the future.

Targa Telematics – Italian tech company that develops technological solutions in the field of telematics, smart mobility and digital IoT platforms for mobility operators, and TTS Italia founding member – continues to grow and expand in foreign markets opening a new office in the centre of the Spanish capital.  
The entry into the Iberian market comes a year after opening offices in Portugal.  
This operation consolidates the internationalisation process and continues the project of exporting technologies, services and value propositions of the Italian company. Targa Telematics has offices in France and the United Kingdom, at the same time operating globally in the United States, Australia, New Zealand and Asia.    
After Germany, Spain is the second largest car manufacturer in Europe, an industry that represents 11% of the national GDP*. In the past few years, Targa Telematics has witnessed a significant growth by expanding overseas. This direct presence in the country will allow the company to expand its user base of innovative fleet management and car-sharing solutions, which are developed in the Italian Research & Development hub. Targa Telematics will play a leading role in the mobility of the future in the Iberian Peninsula as well.

Our activities

Autonomous driving shuttles in Turin: off to road trials. TTS Italia in the project.
In the hospital area of Turin, - by booking via the app – citizens will soon be able to board one of the two shuttles capable of moving completely on their own. No steering wheel, no driver. The first autonomous driving vehicles to land on Italian roads.
The first authorization for road tests of autonomous driving vehicles arrives. And it comes thanks to the "Experimentation Italy" project of the Ministry for Technological Innovation and Digital Transition which allows startups, companies and universities to be able to start testing in a limited period of time thanks to the temporary derogation from current regulations. And also, thanks to the European project SHOW, which also involves TTS Italia, responsible for institutional relations with the ministries of competence precisely for experimentation.

The future of parking lies in digitization: our new article on "Strade & Autostrade"
It is not often talked about, except among insiders. It is not at the attention of national institutional decision makers and not even in the cone of light projected by the media when they write or talk about mobility.
Yet, as motorists of large metropolitan areas or even medium-sized cities in search of a parking space well know, parking is one of the most frequent puzzles that afflict the daily life of millions of Italians. Often, a puzzle also for Local Administrations grappling with the planning of the territory, with the drafting of the SUMPs, the urban plans of sustainable mobility.
Even more so today with the spread of sharing mobility, shared cars and scooters and with the boom in bicycles and scooters triggered by the time of the pandemic, dominated by the fear of using mass transport, buses, train. Cars, scooters, bicycles and scooters compete for public space - what could be called “the complexity of the curb” - where they have to coexist together with vans for the delivery of goods and increasingly with charging stations for electric vehicles.
