Matteo Antoniola, MaaS Working Group: “A year and a half of work, 12 final recommendations”

As in any self-respecting mystery story we will not reveal the ending, we will not take away the pleasure of discovery: to get to know it, just participate in the "National MaaS Days" organized by TTS Italia and Club Italia on 13 and 14 July in Rome. However, we can anticipate how the twelve recommendations arrived with which the TTS Italia working group on MaaS (Mobility as a Service) concluded the document it drafted and will present there. We tell it with the voice of the coordinator Matteo Antoniola, business strategy manager and MaaS expert of 5T of Turin.

How was the Mobility as a Service working group born and when?
We met for the first time in January 2020 at the Rome office of TTS Italia, a few days before the outbreak of the coronavirus pandemic and following the lockdown imposed by the contagion: we would never have imagined that day that we would have had to invent an unprecedented way, never experienced first, to carry out the work we intended to do.

How were you chosen to coordinate the group?
For the experience in the field and because I bring the point of view of a public entity, since 5T, where I work, is a company of the Municipality and Metropolitan City of Turin and the Region, as well as TTS Italia member. For four years I have been dealing with this which promises to be the most important innovation in the field of sustainable mobility. Piemonte region is quite advanced in the elaboration of strategies on MaaS - which I prefer to call Mobility on demand, Mod, as they already do in the United States - so much so that it has foreseen it as an evolution of its electronic payment system for tickets and season tickets. local public transport, through the BIPforMaaS project.

How many were you at this first meeting and who attended?
We were about sixty, we can say all professionals, companies belonging to TTS Italia, suppliers, some stakeholders, consultants and public entities such as the Roma Servizi per la Mobilità (the mobility agency of Rome), TTS Italia ordinary member, Amat Milano and the Municipality of Turin. We then set up what we have defined as 'core teams', or smaller subgroups on the three 'hearts' of the project. The first on the relationship with potential customers, the second on system governance and the third on technology, the digital platforms that will be the basis for the operations of on-demand Mobility managers and will have to collect standard data open to all.

Even before intervening on the contents you had to face, as you pointed out, the change of the working model.
Yes, every three months plenary meetings and every two weeks meetings of the sub-groups for brainstorming and elaboration of ideas, discussion of problems and possible solutions, all strictly via web. We have found that this digital way of working is absolutely productive and efficient and certainly more environmentally sustainable, no travel and movement. In October we closed this phase and between the end of the year and the first months of 2021 we worked on the preparation of the final document. First of all it explains what Mobility as a Service is and why it is important, then it summarizes the analyzes of the three working groups and offer an overview on public governance in Europe, which ranges from France, to Finland to Holland, and closes with what I would call recommendations rather than conclusions. Twelve final recommendations for as many keywords.

The topic that fascinated you the most?
I would say the role of the public entity or entities: how it will be exercised will be decisive in organizing the eco-system in which to develop Mobility on demand. It is not enough to define the playing field, clear rules are needed to guarantee fair competition between future operators and avoid the formation of a monopoly. And it is still not enough: the public must orchestrate the actors, create the enabling conditions through the construction of one or more public platforms for the different local communities with the standard data necessary for the operation of the MaaS service managers. Finally, he must check that everyone moves in compliance with the rules.

Let's go into the future, what is your vision of MaaS?
Mobility on demand is one of the tools of the ecological transition of our societies whose goal is environmental sustainability, or to pave the way for greener mobility. I don't know when and how but it will happen, there is no doubt. In the United States, Google announced that it will no longer limit itself to informing but will sell bus tickets and parking tickets, indicating that it is preparing to cover the entire range of mobility, from private cars to public transport with everything in the middle, sharing mobility, taxis, scooters, bicycles and scooters. Amazon, Wechat, Uber could follow it, but also Alibaba, AirB&B and Booking, the online giants that have a huge customer base. This is the challenge that, in perspective, we are playing with and of which, still, there is little awareness.

How was this one-and-a-half-year journey to MaaS for you, Matteo Antoniola?
A wonderful adventure, from having had to devise a different way of working - even if I can't wait to meet everyone in person in Rome - to having continued to learn. The topic is so new, mobile and fast that it never gets boring. Today we see only part of the possible developments, the next few years will certainly tell us more.

Comark strengthens its market position in Ireland

Ireland will soon receive from Comark the innovative system - RAM 20 - for the detection of over height vehicles in order to protect and keep safe the infrastructures such as bridges and level crossings.
The sensors will be installed on the Irish motorways to reduce the risk of accidents caused by trucks or vehicles exceeding the permitted limit heights and which can therefore damage motorway bridges. The said damages increase insurance costs that can derive from their reconstruction.
In addition to detecting the maximum height, the system is able to determine in which lane the vehicle has passed.

Compared to traditional systems RAM 20 has the advantage of easy installation - as the laser scanner and the control unit are both installed on one side of the road. Implementation is also simple as it is sufficient to check the correct positioning of the laser scanner on the horizontal and vertical plane.
COMARK is an Italian Company that has been operating worldwide for 26 years and is leader on traffic detectors with laser scanner technology. The laser scanner sensors are devices that allow roads traffic detection in real-time increasing the safety in the roads and highways.

The C02-TRAFFICAI consortium – to which FIT Consulting belongs – has been selected to take part in Phase 1 of AI4Cities

The C02-TRAFFICAI consortium, composed by Martel InnovateFIT Consulting, and Phoops, has been selected to take part in Phase 1 of AI4Cities, an EU-funded Pre-Commercial Procurement (PCP) project, aiming to help cities accelerate their transition towards carbon neutrality.
The project is looking for AI solutions that can contribute to the reduction of greenhouse gas emissions in the fields of mobility and energy, two domains responsible for 82% of all greenhouse gas emissions in European cities.

C02-TRAFFICAI enables cities and their citizens to effectively collaborate in reducing CO2 emissions through a winning combination of regulation, active demand management, and user awareness and choice. The solution combines a cloud-native platform, IoT sensors and data management, and artificial intelligence to boost improvements in both how CO2 emissions are dynamically assessed and what city stakeholders can learn and do with this new knowledge. C02TRAFFICAI is positioned as part of an open Mobility-as-a-Service (MaaS) platform that dynamically processes environmental and mobility data, using the AI-powered insights gathered from such data to support both travelling citizens and city stakeholders in understanding the emission footprint of different travel choices, normative regulations, and active policies for demand management and other mobility-relevant themes. C02TRAFFICAI then empowers users with recommendations and options that allow them to make sustainable and effective choices.
Martel Innovate, FIT Consulting, and Phoops will now receive a maximum of 40,000 euros – to further develop our solution in accordance with the input provided by the AI4Cities Buyers Group. There are three months to do so, following which the Buyers Group will evaluate which of these suppliers will continue to Phase 2, the prototyping phase of the PCP.

Life Aspire: sustainable city logistics thanks to new technologies

Municipia - Engineering Group is the IT partner of Life Aspire, the pilot project on sustainable city logistics in small and medium-sized historic centers, funded under the LIFE program of the European Commission. Lucca is the Italian municipality leading the project, which also involves Zara and Stockholm. A novelty destined to be replicated in other cities as well.
Municipia has made available its experience and expertise for the creation of software solutions, integrated with a series of innovative hardware devices, for the management of reward policies for sustainable urban logistics, aimed at encouraging more virtuous and environmentally friendly behaviors for deliveries in the LTZ by freight couriers. In particular, the following components have been developed:
▪ Logistics Credit Management Platform - LOCMAP, module that enriches the INES Cloud platform with the management of mobility credits
▪ An Android mobile app for operators in charge of loading / unloading goods
▪ UHF RFID gates for monitoring entrances and exits from the historic center
▪ Parking sensors for monitoring the occupancy status of the loading / unloading parking bays
▪ Cargo bike sharing for last mile distribution

The reward policy: eco-points

The eco-points, mobility credits that reward freight transport operators, are based on two types of data:
▪ static data, linked to the technical characteristics of the vehicle used and in particular to the emission class, the type of fuel and the size
▪ dynamic data, linked to the sustainable behavior of the vehicle owner, during the delivery of the last mile in the historic center of Lucca, such as the daily number of accesses to the LTZ, the daily length of stay within the LTZ, access times, number of uses of loading / unloading parking bays on a monthly basis, number of uses of the cargo-bike service on a monthly basis, etc.

LOCMAP - Logistics Credit Management Platform
LOCMAP is the cloud platform, a module that extends the large selection of modules of the INES Cloud platform, which allows the management of mobility credits for urban logistics and last-mile deliveries (eco-points), integrated with the new access control system consisting of UHF RFID gates and with the two innovative smart parking services for loading / unloading and cargo bikes. LOCMAP collects the data received from the devices (UHF RFID gates, parking sensors in loading / unloading areas, cargo-bike sharing stations), stores them and processes them to calculate entries / exits from the LTZ, time spent in the LTZ, time of use of the cargo-bike sharing, etc.) on which the eco-points are based, etc.
LOCMAP is able to interact according to IoT standard protocols with different software applications and hardware devices and represents the starting point for the creation of an ecosystem for the management of innovative reward policies for urban mobility, able to integrate multiple technologies and applications to provide integrated, more effective and efficient services. Finally, it provides a multi-standard API layer (REST / JSON, SOAP / XML, MQTT, or specifications) and also integrates with the permit issuing system managed by METRO (the operating company of the Municipality of Lucca for mobility management), to retrieve the permits associated with UHF TAGs that drivers must display on the windshield.

LifeAspire Android mobile app
LOCMAP includes an Android mobile app, which represents the user interface for transport operators to be informed about the interaction between their vehicles and the various field systems:
▪ view the occupancy status of the parking bays dedicated to loading / unloading
▪ carry out the parking start / end
▪ view the number of entrances / exits from the LTZ
▪ view the list of stations and the availability of cargo-bikes
▪ unlock a cargo bike
▪ view the accumulated mobility credits.

The access / exit control system: UHF RFID gates
LOCMAP integrates a monitoring system based on UHF RFID gates to control entries / exits of commercial vehicles from the LTZ and the time spent inside. It’s important to remember that passive UHF RFID devices allow the wireless transmission of a unique identifier. The radio waves of the gate activate the passive UHF tag (that does not require a battery) which responds by sending its identification.

The system for monitoring loading / unloading stalls: parking sensors
LOCMAP integrates a parking occupancy status monitoring system to facilitate the search for loading / unloading parking bays with a positive reduction in the number of commercial vehicles circulating in the city center. The technological system for monitoring loading / unloading parking bays is based on the use of wireless sensors ("Parking Spot Sensor" IP68 with dual magnetic / ultrasonic technology), installed flush with the road surface, to detect the change in status (occupancy indicator). This information is transmitted to gateways (LoRaWAN antennas) which send data to the LOCMAP platform using the MQTT protocol.

The cargo bike sharing system
The LOCMAP platform integrates third-party cargo-bike sharing services, to receive the availability of cargo-bike stations (free parking spaces + available cargo bikes) and publish them on the web platform and the smartphone app. The integration between LOCMAP and the cargo bike station management software allows to:
▪ have the list of stations and the availability of cargo-bikes
▪ have information on the use of cargo bikes for each user registered to the service
▪ allow the user registered on the LOCMAP platform to unlock a cargo bike via the mobile app.

Atac: experimentation with Moovit successfully concluded. In the app, real-time data on the number of passengers on board is available
Atac, TTS Italia founding member, and Moovit, an app for urban mobility already used by over 950 million people, communicate the successful conclusion of the testing of the app's functionality that indicates the number of passengers on board in real time. A useful feature that has allowed and will continue to allow Atac to monitor the service day after day and intervene on the most crowded lines, in particular those frequented by students.
The functionality shown on the smartphone, powered by digital passenger counters on board the buses of the new '+ bus xRoma' fleet, therefore becomes now permanent. At the start of the trial, the monitored vehicles were over 30% of the fleet in operation, a percentage that has grown and will continue to grow proportionally with the deliveries of the new vehicles.
To test users' satisfaction with the service, a short anonymous survey was carried out through the Moovit app in recent weeks. 74% of users judged the data displayed on the smartphone to be "correct" compared to what was found on board, and 84% of users always defined this function as "absolutely useful" for better planning their travels.
For this reason, another feature is now being added to this feature: the ability to report the level of crowding at the stop. It is the same users waiting at the stop who report the state of crowding directly in the app so as to make the information available to other users who use the Moovit app.
In the Moovit app, thanks to the collaboration with Atac, the following information is therefore available to users: arrivals in real time, level of crowding at the stop, level of turnout on board and notifications on any changes to the service. 360 ° updates to provide users of the capital's public transport with accurate information to make journeys by public transport ever safer and easier.

Bari: the 'MUVT by bike' call is back with mileage reimbursements to those who use the bike in the city, together with Pin Bike
In Bari, a member of the Platform of Local Authorities of TTS Italia, the new MUVT by bike call was published in recent days which provides for the provision of incentives to all citizens who, through the Pin bike app, TTS Italia ordinary member, will travel kilometers by bicycle, leaving the car at home.
This measure continues in the wake already traced by the experimental monitoring program for mileage reimbursement (always carried out with the Pin Bike device), which started in 2019, in which about 1000 citizens participated and which distributed over 30 thousand euros in kilometer reimbursements for of 74 thousand kg of CO2 saved and more than 500 thousand total km traveled.
For each user, the mileage reimbursement may not in any case exceed the amount of € 1 per day with the obligation to reach at least the amount of € 20 by 31.12.2022, under penalty of non-recognition of any amount.
Who can participate in the call:
- adult citizens residing in Bari;
- beneficiaries of the MUVT incentive, who participated in the previous sessions of the trial;
- students;
- workers.
The monitoring of the kilometers traveled in order to obtain the economic incentive will be implemented through a technological kit consisting of:
- useful tools to increase the convenience and safety on the bicycle: LED signaling light, reflective plate, valve adapter to inflate the wheels by petrol stations, smartphone holder for handlebars;
- a Bluetooth technological device to be mounted on the bicycle wheel, essential for monitoring one's activity; - smartphone app (Android version 6 and later, IOS) essential for the correct functioning of the entire system.
The user who agrees to participate in the program will then have to download the app, register and install the technological kit on their bicycle. Installation is simple and can be performed by following the specific video guide that will be made available on the website of the Municipality of Bari.
This year, MUVT by bike is associated with the experimental measure Bike To: a gamification initiative linked to MUVT by bike that is configured as an additional incentive tool, as well as an opportunity for growth for the entire municipal area.
Bike to is structured as a non-competitive mileage monitoring, divided into temporal sessions (approximately quarterly).
For each session, mileage thresholds will be defined corresponding to "cups": bronze, silver and gold, which will be associated with electronic vouchers that can be spent at economic operators in the city of Bari who have joined the initiative and registered on the Pin platform Bike.
In the launch phase, with Bike To the municipal administration has decided to support the activities of the culture sector, so the vouchers issued can be spent, for the moment, only at cinemas, museums, theaters and other cultural events (these upon request for admission to the measure), or among the activities most penalized by the measures adopted to combat the Covid-19 emergency.

Rome: 40 multimodal hubs are coming to encourage the use of bicycles for the first mile with RSM and Atac
Roma Capitale, a member of the TTS Italia Local Authorities Platform, has identified and financed the construction of 40 multimodal hubs: interchange nodes between bicycles and public transport. This encourages the use of bicycles to travel the 'first mile' from home to the metro station, parking it in a safe place.
Roma Servizi per la Mobilità, TTS Italia ordinary member, has drawn up the preliminary projects regarding the definition and identification of the existing exchange nodes. The bike parking projects will be equipped with video surveillance technologies to ensure the safety of citizens.
In an initial experimental phase, 408 bike spaces will be offered, the "Bike Box", basic elements of the bike parking system. Remote opening and closing will be possible to allow the user to park the bicycle inside a closed box, protected from any vandalism. The bike box therefore has the function of opening at the user's request on the app, allowing the bicycle to be deposited, closing the bicycle inside and reopening only when requested, via the App, to withdraw the same user. The system provides for measures to ensure that, once the bicycle has been deposited, the door of the box closes with certainty automatically, giving feedback to the user, again via the app, that the door has been closed.
The system will be connected to the data network to receive commands from the web server and send its status in real time. Communication with the web server will take place via a secure TLS connection or via VPN.
Each Hub will be equipped with an ad hoc video surveillance system. Each video surveillance camera transmits images to a DVR installed inside the technical compartments adjacent to the bike boxes in the area of the case. Through the data network, the images recorded will be transmitted from the DVR to the control operating room.
The user App will have the function of making the bike box system available to the end user and provides the following features:
Interactive map of the bike boxes that will allow the user to quickly find the available bike boxes, indicating the free ones; Reporting of information on metro stations, such as if they are closed, and any out-of-service bike boxes; Direct opening of the stall; Reservation of the box by the user; Credit card payment system; Association of a Metrebus Card; User status display, including information such as: remaining credit, currently occupied bays and any credit consumed, notifications for bays occupied for an excessive number of days; Viewing the costs and conditions of the service; Feedback and complaints: at the end of each period, the App may request the user to evaluate the service. A reporting form will also be available.
The service, managed by ATAC S.p.A., TTS Italia founding member, will be accessible through registration. Metrebus subscribers will be able to use the hubs for free, while non-subscribers will have to pay the reservation € 2.00 using their credit card. Furthermore, each subscriber will be able to associate up to three “under 14” with his account.

Scania scores its fifth consecutive ‘Green Truck’ victory
For the fifth year running, Scania has won Germany’s coveted ‘Green Truck’ title. The prestigious press test competition is organised by two leading German trade magazines and over the years has become something of a world championship in transport efficiency for long-distance trucks.
“The words that come to me are: ‘total success’ and ‘customer value’,” says Stefan Dorski, Senior Vice President and Head of Scania Trucks, in reaction to the news of the company’s latest ‘Green Truck’ triumph.
“Winning this test five years in a row is a feat that should not be possible, yet we’ve still done it. I see it as the ultimate proof of how Scania’s powertrain technology supports our customers in their constant efforts to reach the best total operating economy”.
‘Green Truck’ is organised by the German trade magazines “Trucker” and “Verkehrs-Rundschau”, and the 2021 test was no less strenuous than those of previous years. The organisers stipulated a gross train weight of 32 tonnes and up to 430 hp for the trucks that took on the 360 km test track north of Munich. This year Scania entered an R 410 tractor that managed to score a test result that left the rest of the field behind: the truck’s average consumption was measured at 23.53 litres per 100 km, while Scania also managed the highest average speed, reaching 80.60 km/h. That’s no small feat when parts of the test track are rather challenging, with steep hills.
The testing is rigorously monitored and takes place on public roads with a mix between highways and rural roads. Conditions that can influence the results, such as traffic and weather, are compensated for by the use of a reference truck. All the trucks have the same brand of tyres, with the same wear and pressure.
“Being able to offer the most efficient trucks is not only part of Scania’s DNA and something we always strive for; it is also extremely important for fighting climate change and reaching our ambitious science-based targets,” says Dorski. “Although electrification is on its way, we need the most efficient combustion engines to reach the Paris Agreement targets, something which Scania is committed to.”
Scania considers press tests to be a highly significant factor in its development process. It is also of huge importance for potential truck buyers, since press tests and the evaluations that independent journalists do are actually the most relevant consumer information available on the market.
“Some people might think that press test trucks are ‘prepared’ or somehow produced on purpose; they are not,” explains Dorski. “They are regular production trucks, just like the ones our customers can order. They are admittedly well kept and well maintained, but I recommend that all truck owners do so. The really great thing about ‘Green Truck’ and other press tests is that these winners from Scania are the same breed of trucks that our customers use in their daily operations.”

Viasat presents its new “Guida alla Sicurezza 2021/2022”
On 16 June, the new edition of La Guida alla Sicurezza 2021/2022 was presented with an online event on the three main Viasat Group, TTS Italia ordinary member, social accounts.
An edition focused on technology as an enabling factor for a new post-pandemic beginning: sustainable cities, smart mobility, the new phase of insurance telematics and the digital transition of transport and logistics.
In the year of the pandemic, which has obliged us to drastically change our lifestyles, a process of transformation has been triggered that is affecting all sectors of the economy. The last few difficult months have certainly helped to bring greater attention to the role of data in the decision-making process of companies and organisations and, at the same time, have also forced more than a few realities to modify processes, projects and investments due to an economic context that is certainly not easy.
The coming of new technologies is changing many aspects of our lives, and the insurance telematics market is no exception.
Connectivity and the digitalisation of processes are the fundamental elements on which this new paradigm will base the transition process that will impact on smart city applications (road safety, intelligent parking, urban maintenance, circular economy, etc.), insurance telematics and intelligent mobility to strongly affect the entire world of transport and logistics.
This and much more was discussed by our guests in the digital lounge of the Guida alla Sicurezza magazine, now in its 17th edition. Doing the honours, Marco Petrone, CEO of Viasat Group, who spoke about the Internet of People as the enabling factor of a real paradigm shift where innovation will have to be basically: democratic, inclusive and sustainable.

TTS Italia at the webinar "The digital transition in the urban logistics sector"
TTS Italia, represented by Clara Ricozzi, as coordinator of the TTS Italia logistics Working Group, took part in the webinar on 22 June entitled "The digital transition in the urban logistics sector", organized as part of the Smart Logistics project.
The Smart Logistics research project is promoted by CNR-IIA together with the Register of Road Haulers of the Ministry of Sustainable Infrastructures and Mobility and aims to rationalize the goods transport sector, in particular in the urban environment and to promote a strategy of decarbonisation that goes through the energy transition, digital development, regulatory change.
The project addresses issues relating to the goods distribution sector, whose externalities afflict the urban areas of Italian cities: pollution, road congestion, but also noise and the potential conflict with other modes of transport.
The studies and tools carried out during the project allow for greater awareness and knowledge of the distribution logistics infrastructure at national level, in close correlation with the local and urban distribution system and demonstrate that there are solutions for greater sustainability of the system logistics through the reduction of CO2 emissions, noise and air pollution.
TTS Italia's speech focused on "The digital transition for logistics efficiency" within a session coordinated by Freight Leaders Council. The webinar was also attended by representatives of FIT Consulting, TTS Italia ordinary member.
